As the title of this chapter indicates, chemical regulations and demands are in a state of constant change. The drive to attain environmentally preferable products is a dynamic process. There is constant movement and trade-offs with the ultimate goal being to obtain green products. This chapter reflects the state of activity as of October 2008. 

The chemical industry has a unique role to play in the creation of cradle-to-cradle products and systems. To begin with, the chemical industry must understand the design ideals of and adopt a framework for designing sustainable technology. Cradle-to-cradle can offer a unifying vision, framework, and approach. Next, it is important to understand what the chemical industry s customers want, and why. DOE contractors must reduce or eliminate the generation of waste, the release of pollutants to the environment, and the use of Class I ozone-depleting substances (ODS), (see definition) through source reduction, re-use, segregation, and recycling and by procuring recycled-content materials and environmentally preferable products and services.

Other problems related to the flame retardants in plastics appear because of recycling, marking, ecolabelling and product take-back [47]. Incineration and processing raised questions about formation of toxic products when brominated flame retardants are used, so environmentally preferable products have to be found.
