Statement of work

Define the work that the supplier is to carry out in a statement of work or list of tasks. 

A statement of work which you require the subcontractor to perform - it might be design, development, management, or verification work and will include a list of required deliverables such as project plans, quality plans, production plans, drawings, test data, etc. You need to be clear as to the interfaces both organizationally and technically (see Part 2 Chapter 4).

Another important planning document is the Laboratory Statement of Work, which is based on the SAP requirements for laboratory analysis. The Laboratory SOW summarizes project analytical requirements and serves as a technical specification during the laboratory selection process. The project team sends the SOW to several qualified laboratories for the preparation of a price proposal. At a minimum, the SOW should include the following items ...

Following the initial meeting, the contractor will evaluate the information provided. A prudent contractor will then provide an itemized proposal describing the work that would be necessary to be completed before the client s product can be introduced into the production schedule. The contractor and client should meet as often as necessary until both sides can agree upon a statement of work to be provided by the contractor that will accomplish the goals of the client. 

FIGURE 8.1 The V-Model covers the entire process for software development from the business requirements to the implementation of the software in its intended operational environment. The process starts with a statement of work that defines the effort reqnired for the design, engineering, development, production, and test, and prototyping of a software system. The software documentation process covers user requirements, functional, and technical aspects of the software development. After development, different test phases are performed to verify installation, operation, and performance of the software. A business acceptance from the customer finally leads to implementation of the software. 

The amount of rejected and qualified data varied greatly with a large increase in the fourth quarter. Samples from the first three quarters were analyzed by one laboratory, and the samples from the fourth quarter were analyzed by a different laboratory. Based upon the above results and experience at other sites, not ill laboratories perform equally. Even though both laboratories were using identical methods, quality control procedures, and statements of work designed to obtain consistent results, the resultant quality of work varied greatly. Apparently, the procedures and associated quality control were not adequately transferred to the laboratory bench. 

Negotiated a statement of work for a major subcontract with a university that is actively engaged in research on conductive polymer compositions... 

A Cooperative Research and Development Agreement was negotiated between an industrial partner that manufacturers composite, high-pressure, INEEL (Bechtel BWXT Idaho). Additionally, a statement of work was negotiated with a university subcontractor (University of California at Eos Angeles).

The EPA Contract Laboratory Program under Superfund (CERCLA) provides another example of how blanks and detection limits are treated.(17)(18) With respect to blanks, the statements of work specify that the laboratory should not blank correct sample responses. In the case of organics analyses, the EPA evaluator and/or data auditor has the authority to blank correct sample responses. In practice this Is never done. For both organics and Inorganics, the absolute blank level Is primarily used as a control to determine If samples need to be reanalyzed. Detection limits are based on replicate analyses of a standard at 3-5 times the required detection limit concentration. The Instrument detection limit Is calculated as being equal to 3 times the standard deviation of the measured value. Since blank correction is not permitted or not done, sample results will all be biased high by an amount equal to the blank response. The project total scope is the sum of products and services it should provide. The work required to complete this total scope is defined in a document known as the statement of work, or scope of work (SOW). All the work that is required to complete the project should be listed in the SOW along with explanations detailing why the work is needed and how it relates to the total project effort. 

In the professional services context, the project definition serves as the proposal to the client or the statement of work (SOW) issued by the client. Subsequent to any negotiations, the client formally accepts the proposal (or the firm formally accepts the SOW) in many cases a formal contract is executed, often incorporating the proposal or SOW. Detailed project planning then begins.
