Employee training and education

Physical examinations, employee training and educational programs, medical protection, and record keeping, among others, are required. The regional OSHA office should be consulted for the latest rules and regulations. 

Amendments to the Clean Air Act require employer-employees consultation to develop and implement PSM program elements and hazard assessments. Section 304 requires employee training and education on the findings of PSM incident investigations. 

The most important element of the entire right-to-know program is employee training and education. In the processing industry all employees—operators, analyzer and instrument technicians, and maintenance personnel—are at risk from hazardous chemicals. Employers are required by the HAZCOM standard to provide employees with effective information and training on hazardous chemicals in their work area. The employee training section should contain a synopsis of the educational program. It should provide a description of how the company intends to train its employees about routine hazards and hazards created by non-routine tasks. 

OSHA issued its HAZCOM standard to address the assessment and communication of chemical hazards in the workplace. This standard has often been referred to as the worker s right to know standard. This standard is intended to help protect employee safety and health in work sites where chemicals are used or present. There is no list of hazardous chemicals. Instead, OSHA has defined two categories of hazardous materials health hazards and physical hazards. If a material meets one of OSHA s definitions, it is considered a hazardous chemical. Every company which uses hazardous chemicals, must have a written hazard communication program. This program must be available to employees, and be provided to OSHA upon request. The most important element of the entire right-to-know program is employee training and education.

Laboratory management must provide for the continuous appraisal, training and development of individuals at all levels in the organizatioa Training and education is, in fact, part of the remuneration package for all level of employees in the laboratory, as well as for self-employed chemists.

Mandatory ongoing sanitation training and education should be pursued for all employees. This is particularly necessary with inexperienced and/or unmotivated workers. Emphatically, without the active participation of employees, achieving adequate sanitation standards will be very difficult. 

It is considered that today s better trained and educated workers have expectations greater than basic pay, benefits, and a safe place to work. According to Lawler (1986), these enlarged expectations include participating in meaningful decisions. On the other side, potential problems from the employee perspective need to be addressed. The literature on the subject of employee involvement has dedicated much less emphasis on the problems than on the benefits. Indeed, when these problems are discussed, they are almost always seen from the perspective of the organization and its management. Very little has been written about the problems from the workers standpoint. 

Safety and health professionals should consider tapping the creativity of their employees in this important area of training and education. Safety professionals should provide legal counsel with written compliance programs, written safety policies, documentation of fair and consistent disciplinary action for violations, training and education documentation, as well as safety inspections, safety audits, and related documentation. Please be aware that some of the circuit courts require the defense of unpreventable employee misconduct to be plead as an affirmative defense prior to filing with the OSHRC. 

D. Training and Education. The last major program element for an effective ergonomic program is training and education to ensure that employees are sufficiently informed about the ergonomics hazards to which they may be exposed and thus are able to participate actively in their own protection. 

The CHP must contain a description of the organization s information and training program. The training and educational programs are to be made available at the time of the employee s initial assignment to potential exposure situations. Line abandonment also helped— the less railroad you have to maintain, the more you can focus on maintenance and improvement of the rail that remains. Deregulation allowed railroads to put more money into capital maintenance and to become more efficient.
