Archival Documents

In addition to IRB members, the head of the institute must appoint a study drug manager, a document archiving manager and administration staff for both clinical trials and the IRB. In order to handle clinical trials in such a complex structure, SOPs for conducting clinical trials must be prepared at the hospital. 

Shall accompany the specimen need not be strictly interpreted in the case of archive material. For example, a specimen labeled with an accession number can be stored in the specimen archives while the document that translates the accession number into the additional label information is stored in a separate document archive. As long as both the specimen and the associated document are readily retrievable, the intent of the regulations is met.

Raw data and all system-related data or documentation pertaining to laboratory work submitted in support of health or environmental programs must be retained by the laboratories for the period specified in the contract or by EPA statute.

This report contains a brief description of the plant archives, the complete set of technical, financial and environment data gathered to this day and used for the elaboration of the other technical reports of the project, the justification and presentation of the specifications for a documentation archive and exchange system (DXS), a brief report on the commissioning of the central part of this system (the server located in the premises of NTSC) and the specifications for the Aktau station. The description of the archives and set of plant and financial data exist as a draft written by Sogin with help from a local subcontractor. The DXS part was written by NTSC (report on commissioning will be issued after this is completed by end of first quarter 2002). The specifications for the Aktau station have been written by Sogin in November 2001. Purchase of equipment for the Aktau branch of DXS is in progress, in accordance with Tacis procurement procedures. 

The specifications for the DXS local station were established by agreement between the local representative of the consortium and the Beneficiary. In principle it is made up of 3 PCs. These will be bought locally, by the Consortium s local representative, under Tacis procurement procedure, in progress at date. Additional documentation archiving and editing equipment (PCs, scanners, printers so) will also be provided to the plant in order to improve the documents storage and management conditions.

Strategy (a) represents the least sustainable model, because it consciously accepts the fact that the documents archived in paper form, already exist in an electronic format, and thus accepts media discontinuity, including high costs of production, distribution, modification, cancellation, redistribution, archiving, and not least their recovery. 

The IFMBE web site was moved from Amsterdam to Sweden in March 1999 and it got a new address, www.ifmbe.org. since it had been before under the lUPESM web address. In the AC-meeting in Seoul 1999 I presented an offer from a professional company to develop the web site. This offer included new layout, a discussion forum for the membership, an electronic meeting place for the committees and divisions, a news site for the membership, a message board, document archive and list-server function. Unfortunately this offer was tabled in Seoul and more offers were taken in late September 1999, but none of them were cheaper than the first one and none of them were accepted. Therefore, I decided to design and make the first step, i.e., the layout, of the new web site by myself. The new web site was launched on the Internet in December 1999. 

The APQP standards also consider early development phases. The terms of the System-FMEA as well as later design or concept-FMEA are included in the norms. Product maintenance and the management of replacement parts have been considered by the APQP norms for quite a while. Also the idea of document archiving throughout the lifecycle has heen addressed hy the norms at a very early stage. The demand arose from the topic of product Uabihly.
