Edwards Deming

The first edition s appendix had a section titled Modem Quality Control. This section discussed modem initiatives in the spirit of quality pioneer W. Edwards Deming. Since then, I have learned of several management initiatives aimed at improvement from various directions. Here is a brief list ...

Then along came Total Quality Leadership (TQL), a management improvement program developed by W. Edwards Deming. You will recall that Japanese automobile manufacturers used TQL principles to transform their inferior products into the worldwide leading products that remain today. TQL was unique because it used statistical analysis to study problem processes. As scientists, we found that approach appealing.

After I left Columbia with my degree in mathematics, I could not find a job, and I did some tutoring for a few months. When the 1940 census came around, I landed a civil service job in the Census Bureau in January 1940. First 1 was just a clerk, then W. Edwards Deming, the chief statistician at the Census Bureau, transferred me to his group. After about two years in the Census Bureau 1 worked for about a year or so as a civilian instructor in electronics and radar for the Air Force and then enlisted for war service. When the war was over, 1 found a job at the Naval Research Laboratory (NRL). 1 went to NRL in 1947 and that is when my scientific career started. 1 wanted to do scientific research more than anything else. 

This understanding of quality and cost leads to a new perspective on the relationship between them. Improvements in quahty can lead to reductions in cost. For example, with better analytical quality, a laboratory can eliminate repeat runs and repeat requests for tests. This repeat work is waste. If quality were improved, waste would be reduced, which in turn would reduce cost. The father of this fundamental concept was the late W. Edwards Deming, who developed and internationahy promulgated the idea that quality improvement reduces waste and leads to improved... 

Many tools are in the hands of the analyst and management to adapt the laboratory to his task. Figure 1.3 shows that they are of various types. They have to be included in the entire management of the laboratory, e.g. training of staff and motivation must be planned and built in the lifestyle and the lifetime of the laboratory. Quality always pays or as W. Edwards Deming preached cheaper is not always better, better is always cheaper . It may appear to be expensive and time consuming, but it is the only way to cope with unexpected situations, e.g. absence of staff, sudden unexpected workload etc. It is out of the scope of this book to discuss all infrastructure and management aspects necessary to set up a quality system within a laboratory. 

According to Dr. W. Edward Deming, an operational definition is a definition you can do business with. Let s see if we can do business with the formal definition.

Dr. W. Edwards Deming was one of the quality gurus in the 1950s and 1960s who used statistics to imderstand the performance of processes. Deming s process became known as statistical process control or SPC. His... 

The PDCA cycle is systemic loop of thinking and doing (Figure 4-2), invented by Walter Andrew Shewhart (1891—1967). The PDCA cycle was initially largely disseminated in Japan by W. Edwards Deming (1900-1993). For this reason, the PDCA cyde became known as the Deming cycle.

Quality is defined as conformance to customer or user requirements. If a product or service does what it is supposed to do, it is said to have high quality. If the product or service fails its mission, it is said to be low quality. Dr. W. Edward Demings, who is known to many as the father of quality, defined it as surpassing customer needs and expectations throughout the Ufe of the product or service. 

To establish what I believe are the paramount requirements of those having responsibility for operations, those with whom we are to participate in meeting their goals, I will refer to two highly respected writers Peter F. Drucker and W. Edwards Deming. Both of these authors have had a major influence on my understanding of management concepts and practices. 

What I have quoted from Dmcker is in the same class as the first point in W. Edward Deming s often quoted Condensation of the 14 Points of Management, as Msted in his book Out of the Crisis. W. Edwards Deming is world renowned with respect to quality management. The first of his 14 management premises is that an entity should establish the following ... 

W. Edwards Deming has had a great influence on quahty management throughout the world. I admit to being much impressed by his work. In Out of the Crisis, he stated his belief that a large majority of operational problems are systemic and can be resolved only by management, and that responsibihty for only a relatively small remainder lies with the worker.
