Then along came Total Quality Leadership (TQL), a management improvement program developed by W. Edwards Deming. After I left Columbia with my degree in mathematics, I could not find a job, and I did some tutoring for a few months. When the 1940 census came around, I landed a civil service job in the Census Bureau in January 1940. First 1 was just a clerk, then W. Edwards Deming, the chief statistician at the Census Bureau, transferred me to his group. After about two years in the Census Bureau 1 worked for about a year or so as a civilian instructor in electronics and radar for the Air Force and then enlisted for war service. When the war was over, 1 found a job at the Naval Research Laboratory (NRL). 1 went to NRL in 1947 and that is when my scientific career started. 1 wanted to do scientific research more than anything else. [Pg.306]

This understanding of quality and cost leads to a new perspective on the relationship between them. Improvements in quahty can lead to reductions in cost. For example, with better analytical quality, a laboratory can eliminate repeat runs and repeat requests for tests. This repeat work is waste. If quality were improved, waste would be reduced, which in turn would reduce cost. The father of this fundamental concept was the late W. Edwards Deming, who developed and internationahy promulgated the idea that quality improvement reduces waste and leads to improved... [Pg.485]

Many tools are in the hands of the analyst and management to adapt the laboratory to his task. Figure 1.3 shows that they are of various types. They have to be included in the entire management of the laboratory, e.g. training of staff and motivation must be planned and built in the lifestyle and the lifetime of the laboratory. Quality always pays or as W. Edwards Deming preached cheaper is not always better, better is always cheaper . It may appear to be expensive and time consuming, but it is the only way to cope with unexpected situations, e.g. absence of staff, sudden unexpected workload etc. It is out of the scope of this book to discuss all infrastructure and management aspects necessary to set up a quality system within a laboratory. [Pg.4]

If the product or service fails its mission, it is said to be low quality. Dr. W.
