It should also be noted that database creation, modification, and use are greatly benefited by the standard methods approach described previously. This approach produces reliable data that lend themselves to a highly consistent database format throughout a project lifetime. 

The administrative costs of subsequent NAPs are likely to be substantially smaller than those for the Phase 1 NAP. The development of a facility-specific database, creation of the information needed to forecast sector-specific emissions, the consultation process, as well as the efforts developed by stakeholders to participate and influence the process all contributed to the considerable administrative costs of the UK Phase 1 NAP. Due to the experience gained both by UK government officials and by stakeholders, administrative costs of subsequent NAPs are likely to be substantially lower. However, the multiple-period approach may increase the administrative burden of the scheme relative to a case in which the allocations are decided only once, since some elements will undoubtedly be revisited and since greater understanding by stakeholders could well mean that some issues become more contentious. Overall, however, the considerable effort to develop the Phase 1 NAP and the framework and data underlying it provide a very solid foundation for future periods.

The key problems in structure registration have already been mentioned - the treatment of charge mesomerism, tautomerism and stereochemistry and the creation of a unique registry record for each compound. Software solutions to all of these problems have already been found, reported and put into practice in a variety of systems over the last two decades. Given the time constraints under which the Beilstein database creation software had to be completed and put into operation, it was not appropriate to embark on extensive research work to find new solutions to these basic problems instead existing solutions were implemented in a combination which best suited Beilstein s needs. In this sense, the remainder of this paper does not report an5fthing dramatically new, but rather serves to consohdate proven solutions, albeit in a new environment.
