Information is provided by many institutions, often via the Internet and with similar instruments as described above in the EEA example. An example for a recent consultation process is the development of the REACH legislation where the European Commission (EC) actively sought the opinion of interest groups in public stakeholder consultations. 

The BSE scare reinforced the importance of involving consumers and other groups in the consultative process in the development of EU legislation (Figure 12-5).

The final document was "signed off" by the six cosponsors at Step 2 in the ICH process November 29,1995 at the ICH 3 meeting in Yokohama, Japan and transmitted to the three regional regulatory agencies for formal consultation in accordance with their normal internal and/or external consultation process. 

Discussions on Trans-Tasman Mutual Recognition are continuing between Medsafe and the Therapeutic Goods Administration (TGA) of the Commonwealth Department of Human Services and Hesilth in Australia. A formal consultation process will extend to industry groups, consumers and other interested parties in due course. 

Overall, van Engelenburg believes the European Union has a much weaker commitment to hydrogen than the U.S. government. It is pursuing a program that relies more heavily on a consultation process with select industry leaders, while the United States has chosen a structured approach,... 

When looked at from a distance, the two processes appear similar. A broad consulting process with budget decisions as the final result appears in both. But looking at them more closely reveals large differences. 

The administrative costs of subsequent NAPs are likely to be substantially smaller than those for the Phase 1 NAP. The development of a facility-specific database, creation of the information needed to forecast sector-specific emissions, the consultation process, as well as the efforts developed by stakeholders to participate and influence the process all contributed to the considerable administrative costs of the UK Phase 1 NAP. Due to the experience gained both by UK government officials and by stakeholders, administrative costs of subsequent NAPs are likely to be substantially lower. However, the multiple-period approach may increase the administrative burden of the scheme relative to a case in which the allocations are decided only once, since some elements will undoubtedly be revisited and since greater understanding by stakeholders could well mean that some issues become more contentious. Overall, however, the considerable effort to develop the Phase 1 NAP and the framework and data underlying it provide a very solid foundation for future periods. 

This determination did not resolve the issue of who should be responsible for the purchase of such credits the state or the private sector participants in the ETS. The aim of the consultancy process was to determine responsibility by continuing the equi-marginal assessment process, i.e. attribute responsibility to the sector with the next cheapest... 

Bonus budgets were allocated in the same way in all sectors. Allocation was proportional to CO2 emission reduction effects. The method of base budget allocation differs across sectors as a result of their specifics and consultation process. 

The standard allocation was based on data describing the situation of each installation until 2002 (2003 in case of power plants). The allowances from the new entrants reserve were to be granted for installations that increase their capacity after the start of ETS in 2005. During the data collection and consultation process a group of installations reported that after 2002 they either undertook investments leading to a permanent increase of production capacity or took actions leading to a much higher utilisation of production capacity (e.g. new contracts for centralised heat delivery).
