Culture assessment methods

Moreover, the Advisory Committee on Reactor Safeguards (ACRS, 1999, pg. 2 see also ACRS, 2000) has noted that risk-informed regulation requires a strong research program. A vast array of methods have been developed for the assessment of safety culture, with varying degrees of success. One of the reasons why some of these methods have been unsuccessful was their failure to include the employees in the development of action plans to improve performance. They also tend not to consider the maturity of safety culture where the assessment method is deployed, and therefore can result in actions being formulated that may be inappropriate for that particular site.

Much human creativity arises from activities that take place in a social context in which interaction with other people and the artifacts that embody group knowledge are important contributors to the process. Creativity happens not inside a person s head, but in the interaction between a person s thoughts and a socio-cultural context. Social creativity shifts from the idea of a tool—or set of tools—to the notion of a socio-technical environment in which all stakeholders have a voice. To sow the seeds of a more creative society, it is necessary to promote research methods and identify the unique challenges in developing assessment methods for creativity research. 

As an alternative to studying accident cases, OSHA has come up with a method to analyze weakness in what they call the Safety and Health Program. I believe that what OSHA refers to as a Safety and Health Program Assessment could also be considered a safety culture assessment. I have found much of this information to be useful, but I must warn readers in advance that OSHA has set the bar for excellence quite high. Be advised that in some cases reaching the top level may be nearly impossible. So, do not be too disappointed if you find a variety of sections where the survey indicates a need for improvement. 

In this chapter we discuss suitability of a commercially available kit that visually discriminates between viable and dead cells (Live/DeadBa-clight ) for assessment of viability rates of lyophilized biological preparations. We have shown that this kit allows rapid and accurate evaluation of viability of studied samples, which may be several orders of magnitude higher than may be revealed by traditional culture-based methods. 

Conventional safety assessment methods and cost benefit analysis approaches can be used to prepare a safety case. As the safety culture in the offshore industry changes, more flexible and convenient risk assessment methods and decision making approaches can be employed to facilitate the preparation of a safety case. The UKOOA framework for risk related decision support can provide an umbrella under which various risk assessment and decision making tools are employed.
