Command and control structure

A series of orders and plans established the general command and control structure of the CTF. These orders and plans also transmitted sufficient authority and guidance to subordinate component conunands and operational units so that they could then develop the local procedures that were necessary to bridge the gap between general mission orders and specific subunit operations. 

The NCA and UNCINCEUR must estabhsh a command and control structure that provides the ability to prevent friendly fire accidents.

All services are responsible for the establishment of their own command and control structure. 

TTie response should be consistent with the established approach as guided by the principles of major incident medical management and support (MIMMS). Figure 5.4 outlines the basic organisation of the command and control structure. Further information can be found in Chapter 2.

Now consider equity. For purposes of discussion, assume information markets work well and the difference between a world with codes as suggestions and codes as command-and-control devices is the possibility that someone might knowingly live in a structure that is not in compliance with building codes. Why would someone choose to do that ... 

The model for the vanguard party depicted so sharply in What Is to Be Done is an impressive example of executive command and control. Applied to the actual revolutionary process, however, it is a pipe dream, bearing hardly any relation to the facts. Where the model is descriptively accurate, alas, is in the exercise of state authority after the revolutionary seizure of power. As it turned out, the structure of power that Lenin hoped would characterize the making of the revolution was more closely approximated by the long-lived dictatorship of the proletariat. And in this case, of course, the workers and peasants did not consent to the structure of power the state imposed it as a matter of imperative coordination. 

The PCPS consists of the protective shelter, support kit, and hermetically sealed filter canister. The shelter consists of a tent and fly. The tent floor and fly are made of a saranaex composite material. An attached aluminum structure helps to support the tent. When overpressure is applied, the shelter will provide protection from liquid and vapor chemical agent penetration and biological agent penetration. An airlock allows decontamination of entering personnel. The PCPS provides an uncontaminated, positive pressure shelter for use as a command and control facility or a rest and relief facility for 14 people at a time in a contaminated environment. 

At no time is he forced to learn any special command formats or memorize lists of options. The LHASA graphics and control structures were specifically designed to be as easy and natural for the chemist to use as possible. 

Analogously to the mentioned structures of the civil air traffic control organizations, the military systems responsible for air defense and airspace vigilance are organized with similar hierarchical levels, from the command and control operations at the central strategic level, to the local systems, intended to perform control and support of some aerial military operations.

Neurons (nerve cells) are the structural units of the nervous system and the human brain contains -10" of these. Essential to the responses of neurons are chemical substances called neurotransmitters. Virtually all the processes essential to neuronal function directly or indirectly utilise ATP (Figure 11.28). The role of phosphorylation in brain function is far from being fully worked out, particularly in relation to hormones and neurotransmitters, which are known to be essential to enable the brain to command and control the body. 

The key principles of the major incident response are given in Figure 2.1. It is important to distinguish between command, which is a vertical process, and control, which is horizontal. On-scene command and control meet at the joint services control centre (silver or tactical command). The establishment of an effective command structure is the key to an effective incident response and is described on pages 52-67. 

Centralization sometimes is confused with spatial differentiation. A hospital pharmacy that has satellite pharmacies located throughout the hospital is often referred to as being decentralized. However, it is decentralized in location only if decision making concerning the satellites still rests at one centralized point in the organization. Other organizational structure principles include division of labor, span of control, unity of command, and departmentalization.
