Work should be authorized by the control room operator or the shift supervisor. All work authorizations should be made in writing on approved forms and reviewed at each shift change. Isolated components should be put in their appropriate position and locked. Warning signs such as Do not Operate or Danger should be placed on isolated components. After work is completed, operations and maintenance groups must ensure that systems and components affected by the work are tested and returned to the stand-by mode or operational mode. 

Section 3.1.9 Work Authorization. Describes the method by which work to be performed is authorized within the project. Also describes the method by which changes to work efforts will be authorized. 

A work authorization or permit to work system should be implemented for tasks involving items a, b, c, or d. This system should include provisions for adequate communication of work activities to shift change and replacement personnel. 

Such changes, the authors say, are not as well addressed in applicable guidelines as changes in equipment, tools, work methods, and processes. And the purpose of the publication is to promote what is considered to be the appropriate consideration.

I myself must take most of the blame for the unfortunate late appearance of this work. Changing work priorities and the recession in the U.K. were contributory factors but these excuses are of little interest to the average reader and I apologise to the authors for the late appearance of their chapters. 

Safe work practices wiii invoive the use of a work authorization or permit to work system. The system shouid describe how work activities are communicated at shift change, and when new personnei are invoived. Although crane operations are omitted from the list of required permits to work, most companies do require that a plan and permit be prepared for all lifting operations, particularly if equipment is being lifted over operating equipment or areas where hazardous or flammable chemicals are stored. 

In other work, the impact of thermal processing on linewidth variation was examined and interpreted in terms of how the resist s varying viscoelastic properties influence acid diffusion (105). The authors observed two distinct behaviors, above and below the resist film s glass transition. For example, a plot of the rate of deprotection as a function of post-exposure processing temperature show a change in slope very close to the T of the resist. Process latitude was improved and linewidth variation was naininiized when the temperature of post-exposure processing was below the film s T.

Client adds extra work or changes his mind. It may seem reasonable that where the client authorizes extra work and pays for that extra work, he should not then be required to pay, because the contractor needs to stay on site longer. This is, however, the case, and the claim because of the delay very often exceeds the actual extra costs of the works. Where a client simply changes his mind and cancels some of the work, then the contractor can insist on his profit, and overhead costs for the time he will be without work as a result.
