The British had two major conflicts with the Chinese over opium, in fact, they were called the Opium Wars in 1839 and 1856. These wars would force the Chinese to import opium to help control the population. The fact that opium, cocaine and their synthetic derivatives are illegal has only increased their value. In the same way that the Prohibition Act of the 1930 s allowed organized crime to get a great tax free start, the drug dealers of today have enormous sums of wealth to legitimately buy into any kind of business or government in the world. 

According to Emsttahl and Jones, two thirds of associations conduct research or gather data on their members profession or industry. The information, which can be economic, demographic, social, or industrial, is used by businesses and government and is often less expensive to obtain than that produced by for-profit consulting and research firms. Associations also use the information and data they collect to provide value to members as a way to retain their membership.

Those inventions that are valuable for society, which include innovative pharmaceuticals, generate positive externalities, that is, the benefits falls to society at large. The sum of these benefits gives the social benefit or value of the invention. In this way, patents represent the appropriation of part of this social value. Naturally, when businesses decide to undertake a project they do so with their own benefit in mind. Some research, particularly basic research, might not be undertaken in these circumstances, and therefore governments decide to invest to fill the gap that may be left by the patent system. Basic research allows the development of multiple applications and the discovery of scientific principles. The field of genetics is a prime example of this. 

The present contract calls for reimbursement of all allowable expenses, excluding contractor costs disallowed by the federal acquisition regulations, such as business development costs. A small base fee was negotiated as profit. The disallowed expenses must be covered by the base fee. The contractor receives a base fee during execution of the contract, and only in the most unusual circumstances is any part of this fee denied. An additional 3 percent of the contract value is set aside as an incentive fee that can be earned by superior performance. As with any grant or loan program, advantages are that the government is helping businesses or other entities develop better ways to utilize tires and increase the number of tires that are recycled or utilized for their energy value. 

The best companies do not confine their practices only within laws and regulations that govern their business, but instead prefer to encourage employees to stretch their thinking to go beyond the minimum legal and regulatory requirements.
