Advanced shipment

The standard requires a computerized system for on-line transmittal of advanced shipment notification and a method of backup in the event of failure. 

The customer will advise on the format of the advanced shipment notification (ASN). A computerized system will give you flexibility such that you are able to transmit the information immediately the shipment is loaded. You could use a fax machine as your backup since transmission is nearly as fast but this is likely to present the customer with data-handling problems. A computerized transmission feeds the data directly onto the customer database, by-passing the manual data-entry stage. Your backup system should do the same in order that your customer perceives no noticeable change in the information. 

More advanced shipment planning options in TMS include continuous moves—routing options that seek to keep trucks loaded on all transit legs—as well as sequential loading of shipments to shorten transit times and minimize handling. 

Demand shifting The shifting of demand from one period to another. This includes advanced shipments and moving product into the channel without stimulating actual sales. Demand shifting without shaping demand is a form of supply chain waste.

This is usually found in business to business (B2B) e-commerce, with the trading partners focusing on the automation of business transactions such as purchase orders, invoices, order and advanced shipment notices, load tendering and acknowledgements, and freight invoices and payments. These transactions involve the electronic transmission of a fixed-format document with predefined data and information fields. 

The NRC also imposes special security requirements for spent fuel shipments and transport of highly enriched uranium or plutonium materials that can be used in the manufacture of nuclear weapons. The original ISO 9001 requirements and the additional ISO/TS 16949 requirement define two situations one where you know in advance that the product is nonconforming and you want permission for its shipment, the other where at the time of shipment you did not know it was nonconforming and only found out subsequently. 

To guarantee shipment on time, you either need to maintain an adequate inventory of finished goods for shipment on demand or utilize only predictable processes and obtain sufficient advanced order information from your customer. When you examine some of the requirements in ISO/TS 16949, you may be tempted to question how you can continually improve performance, reduce costs, and minimize space, material travel, equipment downtime, process variation, etc. and meet 100% on-time shipments. You can t, unless you have a partnership with your customer in which there is mutual assistance to meet common objectives. Without sufficient lead time on orders you will be unlikely to meet the target. However, the standard does acknowledge that you may not always be successful. There will be matters outside your control and matters over which you need complete control. It is the latter that you can do something about and take corrective action should the target not be achieved. 

A problem you may find is that the customer changes the order quantity or the delivery date after you have scheduled production and the only way you can meet the prescribed schedule is to pay a premium for shipment. Providing you notify the customer in advance and obtain authorization to alter the mode of transportation there should not be a problem. However, you need a process in place to ensure this happens.

CDTA requires that regulated individuals and entities report some circumstances both orally and in writing to DEA. These include uncommon methods of payment, loss or disappearance of a chemical, and suspicion that a chemical has been diverted for illegal purposes. As with records, reports must contain the date of the transaction, quantity of the chemical purchased, name and address of each party, method of transfer, and other descriptive details. On the basis of the reports or a lapse in record-keeping, DEA has the authority to stop chemical shipments. Receipt of the required advance notice of shipments can trigger DEA suspension when an illicit transfer is suspected. 

Bookstores are emptied a day or two after a new shipment arrives and periodical subscriptions have to be placed four to five months in advance. Titles not available in one city can be readily bought in another. Occasionally, back issues become available a year, or two, or three after subscription to them was refused. The person whc e task it is to procure Soviet Union publications should keep this in mind. 

Under the amber controls, shipments of used Ni-Cd batteries require 45 days advance notification to receiving and transit counties. However, a general notification can be filed to cover multiple shipments from, through, and to designated countries for a one-year period. Within thirty days of receipt of a notification, concerned countries must consent to the shipment before it can commence. Shipments sent to pre-approved recovery operations require only ten days advance notice to concerned countries. 

Many of these amber list controls are not necessary. For example, in the context of Ni-Cd battery recycling, used Ni-Cd batteries are no more hazardous to transport than new ones. Their potential hazard lies in their long term disposal in locations from which where the constituent metals theoretically might leach, or from incineration. Furthermore, as discussed above, there are only less than ten facilities in the world (all within the OECD) which are capable of recycling Ni-Cd batteries. If the member nations in which these facilities are located are satisfied that their operations are being operated in an environmentally responsible manner, advance notice of shipments serves no purpose. 

Consider using advanced technology to track location or condition of shipments en route to their destinations.
