Several states that have a large number of CPI plants offer various types of tax incentives. Louisiana, for instance, offers a 10-yr tax exemption from property taxes on buildings, equipment, and improvements to land (2). Texas, which has a large petrochemical industry, offers a 7-yr tax abatement program. Neither of these states have a state income tax. Both states offer a tax credit for each job created and provide free worker training.

Both the US Army and the Navy have extensive plant modernization and pollution abatement programs planned and underway, and the waste-water picture is changing rapidly. So rapidly, in fact, that field data are out of date by the time they can be put into a report. Oil solutions may be used as roadside weed sprays, for marshes and standing pools to control mosquito larvae, in fogging machines for mosquito and fly abatement programs, or for household insect sprays purchased in supermarkets. Commercially they may be sold as oil concentrates of the pesticide to be diluted with kerosene or diesel fuel before application or in the dilute, ready-to-use form. In either case, the compound is dissolved in oil and is applied as an oil spray it contains no emulsifier or wetting agent. 

The present study indicates the use of a fiuoride specific ion electrode as a means of measuring fluoride as a specific pollutant, but more to the point, the study indicates the possibility of environmental restoration when specific emissions are curtailed. If the abatement program is continued, apart from occasional accidental lapses, a significant result of the unique deltaic sedimentary fluorite deposit may be anticipated— fishing should be better there than in many places of Tampa Bay where absence of a firm bottom contributes to turbidity problems during storms and prevents benthic plants from using a useful niche.

Many of the uses of lead, which contributed to environmental contamination, such as automotive fuel and paints, have been phased out leaving most contamination as an historic legacy. Urban dust containing lead from these sources has been a major source of wider human exposure, but has declined markedly in recent decades as a result of safe use and abatement programs which flowed from a better understanding of the toxicity profile of lead. 

A number of surveys of children in US cities were conducted from 1976 to 1994 under the National Health and Nutrition Examination Survey (NHANES). Results are shown in Table 15.3 and indicate a dramatic drop in BLL as a result of various controls and abatement programs, but most particularly due to the removal of lead from automotive fuel.
