In order to obtain a license to operate a motor vehicle in Virginia before the age of 18, teenagers with a learner s permit are required to take seven two-hour instructional periods of on-the-road experience with an approved driver-training school. For one-half of these sessions they must be the driver the rest of the time they sit in the back seat and perhaps learn through observation. The second of these routine assumptions is, I believe, valid. Let me illustrate it by a personal example.
