From 2010 (it has been delayed twice), this is being supplemented by the Independent Safeguarding Authority (ISA), a new agency intended to greatly increase the reach of the CRB. Regarding the specific issue of NP and NPEOs there is still some disparity between the USA and Europe. In Europe, voluntary bans in the industrial sector are in place and in household applications they are already forbidden, with environmental quality standards set at 1 pgL-1 levels. However, in the USA the situation is quite different with much milder measures being taken such as pollution prevention or source reduction efforts, as opposed to the outright APEO ban in Europe. 

American National Standards Institute (ANSI) ANSI has served in its capacity as administrator and coordinator of the United States private sector voluntary standardization system for 80 years. The Institute is a private, nonprofit membership organization supported by a diverse constituency of private and public sector organizations. ANSI Z21.83 has been published and provides a means of testing and certifying the safety of stationary fuel cell power plants having a capacity of less than 1 MW. 

The OECD further note that the economic efficiency of voluntary approaches is generally low because they fail to equalise the costs between all producers and environmental targets are set on individual sectors rather than at a national level. 

While the proactive efforts of some of industry demonstrate that substitution is indeed feasible, voluntary action will not solve the global problem of chemical contamination. Such action needs to be universal and across all industry sectors and size of firms. Industry needs clear criteria in which to operate and innovate. In particular, small and medium sized enterprises (SMEs) need clear criteria to chart their way forward in a competitive economy.

With psychiatric outpatients who are legally competent, issues of consent are not pertinent. These patients can simply take or not take their medication. In contrast, in the hospital setting (especially the public sector) there are a number of involuntary patients for whom legal issues are very relevant. Whereas voluntary patients can simply leave the hospital, involuntarily committed patients cannot. Further, although they can refuse oral medication, it can be given by injection when warranted. 

In order to understand how this situation arose it is necessary to appreciate the culture of my organization and of the sector I work in. I am employed as the Director of a local voluntary organization. We are based in a large building that was once a sewage works and is now a listed building. 

Until the 1960 s, the majority of the world s sulfur supply was the direct result of the voluntary sulfur producers. However, the advent of sour gas production in Alberta, Canada in the 1960 s resulted in the dumping of tremendous quantities of involuntary sulfur into the world marketplace. By 1968, a serious oversupply developed, sulfur prices were weakened, and a retrenchment in the fertilizer sector occured. This led to a general collapse of the sulfur market, which continued through most of 1973.
