Using Temporary Personnel

By no means does every position in a company need to be filled by a fulltime employee. There are many jobs that can be performed by a part-time employee, temporary or contract worker, or consultant. Project work, such as market research, customer satisfaction surveys, and even some technical service, for example, fielding telephone inquiries, can be successfully accomplished via this route. Also, it is often wise to use disinterested, outside parties to confirm critical data that has been generated internally, such as project work. Do not use such people in jobs where you need to build up a permanent reservoir of experience within the company. 

Some company activities can be compartmented and contracted out, as one way to deal with the up cycles, yet not creating an oversupply of people to deal with when the business cycle turns down. Some aspects of manufacturing can be handled on a contract basis, for example, polymer producers can utilize contract compounders, certain types of plant maintenance can be done by independent contractors, use contract trucking instead of or in addition to your own fleet, farm out molding work or decorating to other molders, use an outside payroll service, etc. 

Retired personnel are sometimes interested in part-time or contract work. It makes sense to utilize retirees wherever feasible to do so, as their loyalty, experience, and past performance are known qualities. It is also a good 

In Europe and other countries with laws that make it very difficult to dismiss employees, it is commonplace to use contract workers. The exact length of time varies from country to country, but you cannot keep the same temporary worker on for more than perhaps a year or so, because they will—by law—then become permanent employees, so this requires regular follow-up to avoid being surprised.

The time for recovery, restoration, and return to service is linked to the issue of operational continuity or future use of a material asset. If there are alternative means to meet operational criteria (for example, personnel at different sites or buildings can maintain critical operations off-site), then return to service might not be a major consideration. Nonetheless, a protective architecture that results in the temporary loss of an operational asset for a few days could be desirable when restoration to service of a building without protection takes months or years.
