In the dose-response assessment to determine a dosage that is risk-free for human health, the JFCFA has never used mathematical models to extrapolate risks at low dose and determine a virtually safe dose, on the grounds that the lack of validation would produce very different results. However, the IFCFA could usefully address this matter in its deliberations. When progress in this area permits selection from various validated models, this exercise should no longer be solely associated with risk assessment but will also incorporate an element of risk management. 

The racemic compound bupivacaine, which was first synthesized by Ekenstam et al. in 1957, is an amide-type LA with a high lipophilicity, protein binding and pKa giving rise to an intermediate onset and a long duration of action. At the same time, bupivacaine has a high toxicity potential relatively often associated with convulsions and life-threatening cardivascular collapse (Moore et al., 1978). Levobupivacaine, the (S)-enantiomer of bupivacaine, has recently been developed for clinical use addressing the enantioselectivity of side-effects of bupivacaine (see below).

Including risk analysis steps in the planning phase of the maintenance of equipment important for safety is considered to be a good practice. A standardized method may be used, addressing all potential hazards (nuclear safety, industrial safety and radiation protection). The method is based on tools that are user friendly and transparent in application (work formulas, simple to use interactive computer sequences). For an overall risk picture at plant level, a PC based risk monitor programme may be used. The information from this planning phase is then used to verify that proper precautions are being identified and implemented.

It will be seen that meeting as many of these criteria as possible is a theme running thronghout this book, and the degree to which a particular process, or end-use, addresses them is often the defining factor in their commercial viability and success. 

At the 19 SPE ANTEC, a thought-provoking paper, "Heat Deflection Temperature (HDT) and Notched Izod Two Key Measurements T t Have Outlived Their Usefulness" addressed the use of short-term tests to design for rigidity and strength under load at elevated temperatures. (4)The author concluded at such simple tests as DTUL and Izod are meaningless in judging material suitability in applications in which exposure to elevated temperatures is more than momentary.
