Traffic management, road works

The site manager should arrange for suitable plant and equipment to be provided so that the work can be executed to the standards required by health and safety legislation, in particular the Control of Asbestos at Work Regulations 2002. It may be necessary for the local authority and the police to be consulted about the proposed demolition so that issues of public protection, local traffic management and possible road closures can be addressed. There should be liaison with the occupiers of adjacent properties because, in some cases, they may need to be evacuated.

ABSTRACT This research work studies the importance of traffic management in road construction works, in order to ensure safety of all the interveners at the construction site. In this case, it was studied a road infrastructure called Transmontana Highway. This construction was chosen because of the particularity of being built simultaneously with the movement of road traffic, mostly due to the fact that the construction currently uses certain parts of the Principal Itinerary 4 (IP4). The work started with bibliographic review, followed by conducted meetings with the responsible in order to know the whole current process and the project itself, before going to the construction site. 

Simon Cohen is senior researcher at IFSTTAR and Professor at Ecole des Fonts ParisTech in France. He is director of the French Abertis chair in transport infrastructure management. Much of his career has been in the field of transportation research. His work focuses mainly on the area of advanced traffic management and intelligent transport systems (ITS) for road networks. 

I must point out that the views that I express today are my personal views and not necessarily those of the Consultancy or the Welsh Office. They are however based on experience gained over a period of nearly 20 years working on the design of highway improvement schemes and maintenance of strategic road networks. Before looking at traffic management more closely, we should consider the parties who often require access to the motorway and tmnk road network to carry out works.
