The Scope of This Report

The OWL optical design is shown in Fig. 1. It is based on a spherical and flat folding secondary mirrors, with a four-element corrector providing for the compensation of spherical and field aberrations as well as advanced active optics and dual-conjugate adaptive optics. A complete discussion would exceed the scope of this report we shall however mention a few key arguments supporting this solution ... 

Evaluating costs (and benefits) and making the comparisons among alternative approaches must be an integral part of the process of selecting specific means and strategies, but such comparisons are beyond the scope of this report. 

Apart from the determination of the structures of stannylenes by diffraction methods (X-ray or electron diffraction) many other physico-chemical techniques can be exployed to characterize these compounds more completely. Besides the classical methods such as IR-, Raman-, PE-, UV- and NMR-spectroscopy, MoBbauer-119 m-tin spectroscopy is widely used for the determination of the oxidation states of tin atoms and of their coordination 1n8-12°-123>. jt is not in the scope of this report to study the dependence of MoBbauer constants such as isomer shift and quadrupole splitting on structural parameters. Instead, we want to concentrate on one question Which information can we deduce from the structure of stannylenes to evaluate their reactivity ... 

It is beyond the scope of this report to pursue a detailed discussion of such factors. However, for all the strong associations mentioned in this report we have identified other items on the questionnaire which could possibly account for the observed associations. We have re-evaluated each association after taking such items into account. Without presenting the evidence, I will simply state that all associations in this report remained essentially unchanged after the above procedures. Of course it is impossible to take items into account which were not measured by the baseline questionnaire. Preliminary analyses of the baseline data from our new ongoing study strongly suggests that amount of meat use, and to some extent coffee use, is a rather accurate index of the... 

One important criterion for determining whether an association is causative is whether it is biologically plausible. Although a justification of the biological plausibility of each of our observed associations is beyond the scope of this report, it is rather common knowledge that abundant evidence from other studies confirms the plausibility of a causative link between meat use and coronary disease (22). However, this study is the first major observational study to clearly show this relationship among U.S. subjects. The associations between meat and diabetes are certainly plausible, but there is considerably less evidence from other experimental or observational studies to substantiate such a relationship. 

A detailed overview of the major residuals is beyond the scope of this report highlights of such an overview, however, include the following points (1) the compounds inactive at 500 ppm fit predictions well if their observed LC50 is assigned as 550 ppm (2) extreme residuals occur more frequently in the egg test than in the mite test and activity less than predicted... 

Commission and the Institute of Medicine have recommended a COCO, or its equivalent, relative to national vaccine needs for national and homeland security. These broader organizational issues are important however, they are beyond the scope of this report. 

Naturally enough, considerable interest surrounds these theories for their own sake, and although a tremendous amount of information has been obtained by electrochemists (48) a comprehensive review of the data in this field is outside the scope of this report. Only those studies pertinent to the use of salts in cationic polymerisation will be discussed. 

The continuous worldwide application of isosorbide dinitrate and, since the early eighties, of isosorbide 5-mononitrate also, has given rise to a very great number of publications on different aspects of these drugs. It would be beyond the scope of this report to include all of the work on these two important compounds. The present synopsis is therefore restricted to other novel isohexide derivatives and to some new pharmaceutical applications of known compounds. 

It is outside the scope of this report to establish the group to which every existing biomarker of exposure belongs according to the framework presented. Furthermore, the group designation has to be contextualized to a study s objectives, as stated previously. Some case studies will be presented in Chapter 5, however, to illustrate the potential usefulness of the framework. 

In Chapter 3, the committee delineated a diverse array of uses to which biomonitoring studies are or will foreseeably be put to use (Box 3-1). Detailed discussion of the scientific approaches for each of them is beyond the scope of this report, but there are some issues in the design, conduct, and analysis of all biomonitoring studies for which the committee deemed review of scientific practice crucial to the further development of the field. The committee addresses these issues in this chapter. 

This Section presents basic definitions and concepts necessary to undertake a detailed discussion of waste classification (more detailed technical background is provided in Section 3). It also describes the scope of this Report to indicate why further discussion of a number of issues that are important to waste classification is not required because they are outside the scope of this study. 

BRIEF CONSIDERATIONS OF POSSIBLE LIFE FORMS OUTSIDE THE SCOPE OF THIS REPORT... 

Today s annual U.S. C02 emissions from light-duty vehicles, about 320 Mt C, are about 20 percent of U.S. C02 emissions and 5 percent of global emissions from all sources. It was beyond the scope of this report to generalize beyond transportation to the role of CCS in hydrogen production for use in other sectors of the U.S. economy (hydrogen use in industry and in buildings, for example). 

It is beyond the scope of this report to ascertain whether a rescission of the statute of limitations for NS-murders or for murder in general would reverse into such impracticability. This requires a detailed practical understanding and assessment of actual conditions, particularly of the investigative and evidential problems involved [.., ]. 12... 

The relatively recent development of a new class of chemical laser based on the formation of noble gas-halide exciplexes and producing coherent radiation at a number of different u.v. wavelengths has been quickly adopted by both kineticists and spectroscopists. This Section brings together a few studies which have appeared in the past year dealing with the properties (i.e., kinetics, photophysics, etc.) of complexes important in the noble gas-htilide systems. The numerous articles that have appeared giving details of performance characteristics of such lasers (and their improvement) are deemed to be beyond the scope of this Report and are not included. However, the proceedings of two recent conferences on lasers have been published in which much of this information can be found. 

Protein type CSPs have to be considered as important and widely used tools for enantiomer separations (Table 9.9) and for analyzing stereoselective phenomena of biological significance, in particular for stereoselective drug-protein binding studies. The latter application, however, is beyond the scope of this report and the reader is referred to recent articles on this topic [4,223-232]. 

Dipolar instabilities of impurities in solids were discovered in 1965 by Lombardo and Pohl in Li-doped KCl [49]. Since then, a large amount of off-centre and on-centre instabilities of monoatomic impurities in insulator and semiconductor materials have been reported. In many cases the impurity centres are not well characterized and the observed instabilities could be due to close defects. In this article we only consider centres with spontaneous instabilities driven by PJT mechanisms. An exhaustive review of all these centres is beyond the scope of this report and we have selected representative examples based on the authors interest. Some early reviews can be found in [93,152,153]. 

The coordination chemistry of diazine (N—N), especially pyridazine- and phthalazine-derived ligands, has been well developed over the last three decades and some of it has been reviewed.1,60,100 A further detailed review is beyond the scope of this report. Some brief points are however included. 

A complete discussion of uncertainty is beyond the scope of this report, and the reader is referred to the works of Finkel (1990), Holling (1978), and Suter (1990b). However, a brief discussion of the major sources of uncertainty in ecological risk assessment is appropriate. For illustrative purposes, four major areas of uncertainty are presented below. These are not discrete categories, and overlap does exist among them. Any specific risk assessment may have uncertainties in one or all of these categories. 

In addition, based on the discussions between the risk assessor and risk manager, follow-on activities to the risk assessment may be identified, including monitoring, studies to verify the predictions of the risk assessment, or the collection of additional data to reduce the uncertainties in the risk assessment. While a detailed discussion of the risk management process is beyond the scope of this report, consideration of the basic principles of ecological risk assessment described here will contribute to a final product that is both credible and germane to the needs of the risk manager. 

An EDT involves using controlled explosive charges in an enclosed chamber. There are several versions of this technology. The Resource Conservation and Recovery Act (RCRA) permit for PCAPP provides for the use of an EDT. A forthcoming National Research Council report will examine the applicability of the various types of EDTs for use at PCAPP and, possibly, BGCAPP. The secondary waste from these EDTs is outside the scope of this report. 

Research and development is ongoing in all of these areas, with numerous preparations, methodologies, and applications reported. Coverage of each category listed previously is well beyond the scope of this report. The reader is referred to the numerous review articles and textbooks available (e.g., °). 

Although the committee name, the Committee on the Toxicological Effects of Mercury, does not limit the scope of this report to MeHg, the committee focused on the health effects of this organic form of Hg because the toxicity due to this form is of greatest concern. In addition,... 

In planning to deploy building protection from chemical and biological airborne threats, the missions executed in a specific building need to be considered to ascertain the requirements of building protection and the importance of the mission relative to the life-cycle costs of a protection system. Addressing the full complexity of DOD missions is beyond the scope of this report, but broad types of activities can be defined to aid planning. 

It is not within the scope of this report to give a full account of the basic tests and scale-up theory but there are some fundamental concepts in particle characterization that have to be stated here. 

There has been a report from Japan recently31, of a large-scale version of the uniaxial test, applicable to coarse granular materials like coal and limestone containing particles up to 50 mm in size. Although such coarse materials are outside the scope of this report, the test still deserves a mention here because it is a logical extension of the tests reported in the two previous sections. 

This section reviews these initiatives, including efforts to improve the conduct of research and regulatory review and to broaden or hasten the availability of important new pharmaceutical therapies. The review is purely descriptive, as an evaluation of how well these various programs have worked is beyond the scope of this report. 

To the extent pharmaceutical firms earn income in other countries, they are subject to the tax laws of the foreign countries in which they conduct business. While a full review of all foreign tax laws of relevance to the pharmaceutical industry and their implicit incentives is beyond the scope of this report, this section provides a brief examination of how other nations treat corporate R D.
