Training steering committee

Ensure team competence. This factor encompasses identification, recruitment and training of the change-effort steering committee and its leader—a group crucial to success. 

This step is completed by trained observers who are, in most cases, fellow workers. These observers are not intent upon finding fault or blaming workers for their safety behaviors, but to document the rate at which workers perform tasks in a safe manner or in an at-risk fashion. The observations usually take 10 to 15 minutes. The data sheets developed by the steering committee should be the guide and specify the expected behaviors. These observations are strictly conducted under the conditions that no names are used and no blame is placed. These observations are best when peer-to-peer observations are performed and feedback can be given immediately. Observation data is entered into a database for analysis and problem solving. This approach builds a sense of ownership in this type of safety program. 

Although both pilots and a small number of non-pilots may act as LOSA observers (ICAO, 2002), the decision was made to include only peer train drivers in the team of CORS observers. The rationale behind this decision was to promote trust in the program, to maintain role clarity of senior train crew, and to differentiate CORS observations from other compliance-based monitoring or assessment. Observers were selected via expressions of interest, and undertook an interview and written work sample activity, designed to assess their appreciation of confidentiality requirements, ethical behaviour, observation skills, written communication skills, accuracy of coding information, and willingness to follow rules and procedures. Observer selection results were endorsed by train crew union representatives via the CORS Steering Committee.

Implementing a self-observation process is generally easier than implementing a peer observation process. With self-observations, observers do not have to be trained to provide feedback to their co-workers and do not need to develop skills in handling resistance to the observation process. In addition, the self-observation forms typically do not include comments related to conditions, and the steering committee usually does not have to do the same level of detailed analysis and problem solving that are required in a peer observation process.
