Sovereignty of states

Verification activities should be based on objective information, limited to the subject matter of the Treaty, and carried out on the basis of full respect for the sovereignty of State Parties and in the least intrusive manner possible consistent with the effective and timely accomplishment of their objectives. Each State party, however, shall refrain from any abuse of the right of verification . 

At first, any C02-storage project on land falls under the sovereignty of the state in which the project is located. Whereas this simple statement is true for any country worldwide, it has to be kept in mind though, that for cases in Europe the supranational law of the European Union would also be applicable to C02-storage activities in the European Union as well.

This is an evolution of the traditional concept of international law, which sees agreements between states as essentially that agreements/ contracts between states (governments). There is an expectation that countries take domestic implementation measures, as may be necessary, to ensure that their citizens will follow the same rules, but how this is done is a matter of state sovereignty and constitutional framework. 

In addition to the above restraints that are particular to the CWC, there seem to be some general limitations that may apply to any on-site inspection system. They concern the external and internal functions of state sovereignty one is related to the territorial jurisdiction or control of a state and the other to the human rights of individuals.

The time of absolute and exclusive sovereignty, however, has passed its theory was never matched by reality. It is the task of leaders of States today to understand this and to find a balance between the needs of good internal governance and the requirements of an ever more interdependent world. Commerce, communications and environmental matters transcend administrative borders but inside those borders is where individuals carry out the first order of their economic, political and social lives. The United Nations has not closed its door.

The Chechen Republic (Nokhchiin Republic) is a democratic, social law-governed state with a Republican form of government. The sovereignty of the Chechen Republic is expressed in the possession of the full authority (legislative, executive and judicial) outside of the jurisdiction of the Russian Federation and outside the authority over objects of shared jurisdiction between the Russian Federation and the Chechen Republic, and is to be an inalienable part of the Chechen Republic.
