Verification activities should be based on objective information, limited to the subject matter of the Treaty, and carried out on the basis of full respect for the sovereignty of State Parties and in the least intrusive manner possible consistent with the effective and timely accomplishment of their objectives. The time of absolute and exclusive sovereignty, however, has passed its theory was never matched by reality.
