The developments of people, organisation, routines, instruments and tools have to proceed in parallel. The selection of adequate computer software is a central issue. We will here recommend a strategy for the development of computer support that uses the company s standard PC software. There are also other possibilities. A common solution is to buy a proprietary SHE information system. Still another alternative is to develop new software to suit the company s specific needs by applying a software-engineering approach. 

In a traditional software-engineering approach, the definition of user needs and software-design specifications come early in the development process. At this stage, the users may not have the necessary knowledge and experience to be able to define their needs. Only after using the system for a while do they know what they actually want. It may then be too expensive to change... 

The primary differences, then, between development of expert systems and more traditional software engineering are found in steps one and two, above. First, the problems chosen will involve symbolic reasoning, and will require the transfer of expertise from experts to a knowledge base. Second, rapid prototyping, the "try it and see how it works, then fix it or throw it away" approach will play an important role in system development.

The development model associated with the SLC contains the software engineering tasks and associated work products necessary to support the computer system validation effort. It breaks the systems development process down into sub-periods during which discrete work products are developed. This approach leads to well-documented systems that are easier to test and maintain, and for which an organization can have confidence that the system s functions will be fulfilled with a minimum of unforeseen problems.

In the traditional approach to model a business into software engineering, a business operation is decomposed into autonomous functional units, the business functional units are mapped to software components, and the interfaces are specified for the software components to receive input data and to produce output data, and all the business rules, functional behavior, and business processes associated with the components are embedded within the functional components.
