For this purpose, an institution can be defined as a rule-enforcing mechanism. The rules govern the behavior of a well-defined group of persons, by means of external, formal sanctions. The implied contrast here is to social norms, which enforce rules by external, informal sanctions, and to internalized rules. A policeman may fine me if I liner in the park. If there is no policeman around, other people may glare at me. If there are no other people around, my own conscience may be sufficient deterrence. 

Chemistry, like any discipline, has a social structure. It relies on the interactions, behaviors, and expectations of individuals in order to function. Every social structure has a code of practices that constitutes its behavioral norms, that is, a set of rules governing what are acceptable and unacceptable behaviors. These rules are the moral philosophy of that social structure. When people find themselves in a situation in which there is a conflict or dilemma, the decision-making processes that they use to make the behavioral choices that follow are called ethical decision-making skills. Ethics, then, is the process whereby an individual, faced with a moral dilemma, arrives at a morally defensible decision. 

As has already become apparent, some of the rules governing the relationships between network properties and kinetic behavior, derived in Section 7.3.1 for noncatalytic simple pathways, can no longer be relied upon in catalysis, except if the free catalyst is the macs. A re-examination therefore is called for. 

The term schedule of reinforcement refers to the nature of the rules governing the allocation of consequences for a particular response. Behavioral performance controlled by a schedule of reinforcement is referred to as schedule-controlled operant behavior. Safety rheology and mutation theory and life cycle theory are both general models of item development processes. There are not only similarities but also large differences between them, and hence clarifying the relationships between them will help facilitate effective comparative analysis and elucidate the rules governing the interrelations between their behaviors. 

Principle Is the fundamental law that allows the development of a quantitative relation of the state variables. It governs behavior as the relationships among a set of state variables. For example, in Fig. 1, two possible principles are electromagnetism raling the operation of the electric motor and solid mechanics ruling the function of the crank mechanism.
