The method combines the ship performance-oriented approach with the risk-based approach, Gerigk (2010). The holistic approach to safety assessment is applied. An influence of design, operational, management-related and human factors on safety is taken into account. Then, the matrix type risk model is applied. This model has a holistic character. Next, it is possible to take into account almost all the possible scenarios of an accident. 

The method presented in the paper is based on combining the ship performance-oriented approach and risk-based approach. 

The current research is associated with further developing the risk models necessary for the ship performance-oriented and risk-based assessment. From the practical point of view the research should bring a model for the computer simulation of the ship salvage process.

The statutory provisions have failed to end the controversy over risk assessment.
