Risk assessment process reviewing records

Through a Risk Assessment and review of the business processes supported by the IPC, the records falling under the predicate rules are identified. 

To oversee the safety programme, a Hazard Control and Review Committee was formed. This was chaired by the Safety Champion and contained representatives of the project sponsor, the managing consultant and the work stream managers. The TSCA inventory (a list of 70,000 toxic chemicals) was established to record all products manufactured, imported, sold, processed, or used for commercial purposes. Exemptions include R D chemicals and by-products without commercial purpose. The TSCA also controls premanufacture review of new chemical substances, risk assessment by testing and information gathering, recordkeeping and reporting on health and environmental effects associated with chemical substances, and restrictions on known hazardous chemicals. 

The assessment should be recorded to document the conditions foxmd -both good and bad - and the actions that were judged to be necessary to reduce any risk. If conditions change within the plant or process, the COSHH assessment should be reviewed and may need to be repeated. A brief review of the Record of Airworthiness Risk Management (Liao M. G. 2012) process shows that risk assessment is becoming a very important tool for managing aircraft airworthiness. Industrialized countries have requirements for risk assessment in their safety laws and in the case of hazardous processes these extend to a mandatory requirement for hazard studies to be formally carried out and recorded. Additionally the hazard studies are subject to periodic reviews to check that they are still valid for the current design of the installations, since most plants undergo substantial change throughout their lifetime.
