Risk assessment Management Regulation

The EU Risk Assessment ( Council Regulation [EEC] 793/93 of 23 March 1993 )39 is well recognized as being the leading independent, transparent, and science-based system for assessing chemicals and substances in everyday use.40 The Consumer Products Safety Quality (CPS Q) Unit, formerly known as European Chemicals Bureau (ECB), is part of the Institute for Health and Consumer Protection (IHCP), which is one of the seven scientific institutes in the European Commission s Joint Research Center (JRC).41 The CPS Q is responsible for managing the risk assessment process. As will be discussed in further detail in Section 22.2.2.4.4, the EU Risk Assessment process was revoked on June 1, 2008 and replaced by the REACH Directive. 

You must also do specific risk assessments for young people - you need to take account of their nexperience, lack of awareness of risks and nmatirity (see the Management of Health and Safety at Work Regulations 1999). 

The major technical problem was the inability to define subsurface geohydrologic conditions with the initial data. Expertise in the area of geohydrology was clearly needed. A lack of specific analytical techniques precluded meaningful environmental and risk assessments. Cleanup efforts were complicated because poltiners are not regulated under RCRA but are regulated under state law. In the middle of the cleanup effort, the site became involved in Superfund activities, and to date this involvement has not been clarified. Project management has become very difficult because of the many players and laws involved. As a result, public confidence has been affected. 

It is important to note that although risk assessment is used extensively in environmental policy and regulation it is not without controversy. This is also true for risk management. 

The sustainable management of sediments, in addition to water, soil and sludge environmental matrices, in relation to surfactant regulations, is also an important and relevant issue. The US EPA has recently shown concern regarding the levels of surfactants in sediments and has thus released a Draft Contaminated Sediment Science Plan. In this draft, recommendations for the development of analytical methods and evaluations of the toxicity and risk assessment of Emerging endocrine disrupters like APEOs and their metabolites in sediment samples are outlined. 

The quartet of risk assessment chapters is followed by a look at the risk management practices of regulators and the ways in which risk assessment results are used. As is expected, the concluding chapter looks to the future. 

Risk assessment is a process by which regulatory and scientihc principles are applied in a systematic fashion in order to describe the hazard associated with human exposure to chemical substances. The information provided by a risk assessment may then be used to regulate the use of the substance, or may not, depending on political, social, economic, and technical considerations in the process of risk management.
