In this paper we argue, in Section 2, that CII needs to be protected, using a qualitative argumentation inspired from principles of risk analysis and management. Subsequently, in Section 3, we propose a set of actions that governments need to undertake in order to protect CII and we comment briefly on the state of these actions in the particular case of Greece. Finally, Section 4 summarizes our conclusions. 

The Swiss cheese model of accident causation was originally proposed by British psychologist James T. Reason and has since gained widespread acceptance in many risk-analysis and management fields including process safety. 

Systems theory provides a much better foundation for safety engineering than the classic analytic reduction approach underlying event-based models of accidents. It provides a way forward to much more powerful and effective safety and risk analysis and management procedures that handle the inadequacies and needed extensions to current practice described in chapter 2. 

It may seem that these distinctions have been lost on the way, at least in the business of commercial risk analysis and management. For the purpose of this paper, the implication is that we have lost one potential way of addressing the wildness in wait , for which there was no room in the hygienist utopia of Castels. However, this form of uncertainty, as an expression of possible wildness , can be rehabilitated by means of acknowledging the distinctions of order, as depicted by the left side of Cynefin (Fig. 1). 

The analysis results are conditional on a number of assumptions such as these, but they are in most cases given no further treatment. Here we see a potential for improvement of the traditional approach by apptying risk analysis and management methods and principles. 

Admittedly, there are other approaches in order to identify weaknesses of IT systems or to assess risks, e.g. COBIT (Control OBjectives for Information and related Technology) created by ISACA (Iifformation Systems Audit and Control Association) and MEHARI 2007 (MEthode HArmonisee d Analyse de Risque), which is an information risk analysis and management methodology developed by CLUSIF (Club de la securite de I information francais). However, these methods do not use standard RA methods, like FMEA, and are considered to be cumbersome. 

Risk Analysis and Management Strategies Using risk analysis and management is growing in the United States. Chapter 34 addresses risk analysis and risk management in detail. 

ANSI/ASME-ITI/AWWA J-100-10 Risk Analysis and Management for Critical Asset Protection (RAMCAP ) Standard for Risk and Resilience Management of Water and Wastewater Systems. This standard describes the application of the RAMCAP process as applied to water and wastewater utilities. RAMCAP is a seven-step process for identifying, analyzing, and managing risks associated with malevolent attacks and naturally occurring hazards against our nation s critical infrastructure.
