Description of Experiments During the first week of April 1990, a study of the effectiveness of vapor mitigation for three different chemicals was performed at the HSC. There are no known reports presented in the open literature and the author is not aware of any internal reports generated by the participants. From reviewing the limited amount of documentation available, plus the ta files, it appears that the objective was to investigate the evaporation rate for each of the three chemicals (chlorosulfonic acid, 65% oleum, and sulfur trioxide) under three different scenarios (1) with no mitigation procedure applied, (2) with a foam blanket applied, and (3) with a combination of foam blanket and water applied. [Pg.525]

Recently, we have developed an innovative strategy for the catalytic generation of a type of carbon radical from hydrocarbons. This is a phthalimide N-oxyl (PIN O) radical generated in situ from N-hydroxyphthalimide (NHPI) and molecular oxygen in the presence (or absence) of a cobalt ion under mild conditions. The carbon radicals, derived from a variety of hydrocarbons under the influence of molecular oxygen, lead to oxygenated products like alcohols, ketones, and carboxylic acids in good yields. Application of the de minimis limitation to process streams must also be reviewed. Mixtures containing toxic chemicals can be added to a process or generated within a process. In both cases (assuming reporting thresholds are exceeded) a facility is required to consider and report releases from the process up to the point where the concentration of the chemical falls below the de minimis level. For example, a 10% solution of a listed chemical is mixed Into a formulated cleaning solution, resulting in a final concentration of less than 1%. Releases such as air emissions, from the mixing vessel must be counted, but releases from the finished formulation are not counted because the de minimis exemption applies... [Pg.31]

In this study detailed fault trees with probability and failure rate calculations were generated for the events (1) Fatality due to Explosion, Fire, Toxic Release or Asphyxiation at the Process Development Unit (PDU) Coal Gasification Process and (2) Loss of Availability of the PDU. The fault trees for the PDU were synthesized by Design Sciences, Inc., and then subjected to multiple reviews by Combustion Engineering. The steps involved in hazard identification and evaluation, fault tree generation, probability assessment, and design alteration are presented in the main body of this report. The fault trees, cut sets, failure rate data and unavailability calculations are included as attachments to this report. Although both safety and reliability trees have been constructed for the PDU, the verification and analysis of these trees were not completed as a result of the curtailment of the demonstration plant project.
