Royalty rates for compulsory licenses should be modest when the intended recipients are very poor. Canada has proposed royalty rates ranging from 4 per cent down to 0.02 per cent depending upon the importing country s level of poverty. While Canada s law raises many questions (Outterson 2005a), it is clearly a step in the direction of fair following. Canada recognizes that pharmaceutical patent rent extraction is largely inappropriate from low-income populations. 

The Croy V series belt-driven dual extraction pump can extract from 5 to 30/gal min of liquid, and uses a 75 actual cubic feet per minute groundwater/vapor extraction transfer pump. The unit has a purchase price of 13,000 and can be rented for 1300 per month (D17804V, p. 11). 

The Croy E series direct-drive dual extraction pump can be adjusted to pump from 5 to 60 gal/min during fluid transfer, and 500 actual cubic feet per minute during ground water/vapor extraction. The unit can be purchased for 20,000 and rents for 2000 per month. All units can be trailer mounted for mobility. Trailer costs are dependent on system size, number of axles required for transport, and other factors (D17804V, p. 17). 

Croy manufactures a series of SFR pumps that are also for sale (D17804V, p. 6-10). Croy offers a three-cylinder, diesel-driven dual-phase extraction unit that can be leased for pilot tests. As of 1998, the unit rented for 1200 per week, and its purchase price was 20,750 (D17804V,... 

I take this to state, or to imply, that there now exists a market in tenancies. Since the labourer "more or less" owns all of his labour-power, the surplus labour can be extracted from him only by virtue of his lack of access to the means of production. This lack of access constitutes "the force of circumstances", as opposed to the "direct coercion" characteristic of labour rent. In 4 2.31 discuss this contrast in some detail. Here 1 want to observe that what Marx here says seems to be contradicted by what he states in a later section on money rent ...

One area of attention is the potential formation of a gas cartel similar to OPEC. Concern for maintaining a secure supply of reasonably priced natural gas, which until now has taken a back seat to its oil sister, will increasingly be viewed as a vital national interest. In the past, gas users have feared interruption in vital gas supplies for a variety of reasons such as contract disputes between Algeria and its customers (see Hayes, 2006), to political unrest in Indonesia (see von der Mehden and Lewis, 2006) to transit country risk such as Ukraine and Belarus for Russian exports (see Victor and Victor, 2006). In addition to supply interruption fears, major gas-consuming countries or regions worry that a key exporter such as Russia (to Europe) or group of exporters could exercise monopoly power to extract inflated rents for their product. 

Fractionation of liquid mixtures with supercritical carbon dioxide in counter-cur-rent columns can be operated continuously, because liquids can be easily pumped into and out of a column. This represents a big advantage over extrachon from solid materials, as it allows real process intensification - large quantities of feed can be processed with only a small volume under high pressure at any given time. Frac-tionahon, mostly of natural products or extracts, has been extensively studied at the laboratory and pilot-plant scale. The design principles of this type of column have been established, and scale-up procedures devised [1,6]. They can be operated with reflux, as in distillation, and frachonahon can therefore become an extremely se-lechve process. Difficult separahons can be effechvely carried out. 

In a pharmacokinetic study 14 elderly patients with Alzheimer s disease were given donepezil 5 mg daily for at least 20 weeks, after whieh Ginkgo biloba extract 90 mg daily was also given for a further 30 days. Coneur-rent use did not affect the pharmacokinetics or cholinesterase aetivity of donepezil, and cognitive function appeared to be unehanged. Therefore, over the course of 30 days, coneurrent use appears neither benefieial nor detrimental.

There are two other means of obtaining the trical conductivity from the same computation, amount of heat extracted from the system at each was recorded and divided by the square of the rent. The resulting quantity is also the conductivity. Values obtained in this way are also shown in Fig.l (+ s). Finally the power spectrum of the electrical current in a field free system was computed and the autocorrelation function derived therefrom used to obtain the electrical conductivity via the well-known relationship (U ). The value so obtained is entered on Fig.l as an open circle. All of these methods are, in principle, equivalent. The highest accuracy is attached to the direct measurement of the mean current.
