Audits may differ. Some concentrate on particular facets, e.g. waste minimization, energy conservation. A management audit will probably cover organizational structures and relationships, communications, procedures acceptance and implementation, training and quality assurance. A technical audit will consider the performance of plant and equipment, monitoring and inspection programmes. Items for inclusion in auditing are listed in Table 17.12.

This guideline describes methods to help the chemical processing industry apply the CCPS chemical process safety concepts to outsourced manufacturing operations, specifically the tolling vendor-client relationship. In addition to the focus on process safety, information and examples provided in this text foster good practices relative to community and worker health, and environmental responsibility. 

Examining the lists above makes it clear that a good toller-client relationship with open and honest communication of process safety information, process hazard analysis input and early recognition of issues can help avoid potential problems. 

Another advantage of maintaining long-term relationships with a few preferred tollers is the ability to establish better communications and restrict dissemination of confidential or proprietary information. 

As with any relationship involving two or more parties, communication is key to a successful tolling relationship. 

A toller should be open and communicative as early as possible during the process of changing ownership. Both parties should evaluate their relationship and resolve resulting issues. 

Successful project control includes understanding and anticipating organizational issues that may occur with contractors and subcontractors. Once the contractor relationship is formalized, it is then communicated to all affected personnel on the site. 

One way to minimize these types of difficulties would be to discuss and document responsibilities before awarding a contract. Also, have a knowledgeable person or expert write the contracts. It is prudent to state relationships in contractual agreements and communicate them to all affected parties. 

Defining individual responsibilities and authority alone will not define how personnel relate to one another. Interrelation means to place in mutual relationship, so what is needed is a definition of the relationships between all staff with quality responsibilities. The primary reason for defining interrelationships is to establish channels of communication so that work proceeds smoothly without unplanned interruption. Staff need to know from whom they will receive their instructions, to whom they are accountable, to whom they should go to seek information to resolve difficulties, and to whom information or product should be submitted when complete. 

A multidisciplinary approach is another term for a cross-functional team or a project team. Such teams comprise representatives from each line and staff department so that decisions are taken close to the development work by those who will need to implement the decisions or verify their implementation. Such teams facilitate communication and overcome delays that often occur when reliant upon line-staff relationships. If you have adopted the project management approach this requirement is not additional to that in clause 4.2.4.1. 

A technique for promoting continuous improvement of subcontractors by encouraging customer-supplier relationships and communication across all levels of the involved organizations.
