An incinerator will usually have a fuel of varying chemical composition and physical properties, as well as varying moisture content and heating value. Also, the fuel fired in one locality may be vastly different from that fired by an incinerator of similar size and design in another locality. I would like to comment on intellectual property as that issue was raised earlier. Akzo Nobel had more than 100 contracts with universities. In most of those the intellectual property was assigned to the university. We would write and file the application, covering all costs for patent execution on behalf of the university. In response, Akzo Nobel would obtain the first right of refusal for a royalty-bearing license with limits on royalties defined. One technology to be tested at the CCTF will be a microbubble flotation process developed by Bechtel National, Inc., of San Francisco. Microbubble flotation is a further development of conventional froth flotation of coal. Froth flotation is a physicochemical process that uses the difference in the surface properties of coal and its associated mineral impurities to effect a separation. An aqueous coal slurry is fed into an aerated tank, where the hydrophobic coal particles become attached to, and are buoyed to the surface by, finely dispersed air bubbles and are collected as a clean-coal-froth product. The mineral matter, being hydrophilic, is wetted by water and remains in suspension to be carried off as refuse. [Pg.23]

As noted above, FDA may refuse to provide written recommendations for various reasons, such as incompleteness or absence of required information in section 316.10(b).
