Process Safety Management program organization

Common sense and the OSHA Chemical Process Safety Management Law requires an audit of compliance to the Management of Change. Periodic review and documentation of a sites activities in managing aspects of personnel and process safety is often a part of an organization s culture. A good audit can measure the actual versus intended effectiveness of various programs. 

The AIChE s Center for Chemical Process Safety developed a how to type of book that addresses most of the concerns of OSHA s proposed Process Safety Management standard and all of the concerns of Management of Change. This book is useful to the frontline supervisor, the second-level supervisor, superintendent, and the manager of a facility that manufactures, handles, or stores hazardous chemicals. It is for the on-site organization that is developing the specific procedures of a MOC program. 

The next step in the development of a risk management program is to set up an organization. This is often done through use of a steering committee, subcommittees, and a risk/process safety management (PSM) coordinator, as shown in Figure 17.1. 

Safety Management System (SMS) A set of related elements that establish or support loss prevention policies, programs, objectives and mechanisms to achieve those goals in order to maintain and improve an organizations safety culture and achieve high levels of safety performance. The nine surveyed companies volunteered to participate.
