PRESCRIBED SUBSTANCE A substancc Controlled by Section I of the Environmental Protection Act (1990) because of its potential to pollute. Different substances are prescribed for release to different environmental media. [Pg.17]

Under Part I of the act an IPC system controls emissions to air, land or water for the most polluting industrial and similar processes. IPC is limited to prescribed processes (e.g. chemical, fuel and power, waste disposal, minerals etc.) by prior authorization. Authorization is based on the requirement for owners/controllers to prevent release of prescribed substances or, where this is not practicable, to reduce the release to a minimum. Any residual release must be rendered harmless. To achieve these aims, operators must use the best practicable means not entailing excessive cost (BATNEEC). [Pg.354]

Table 4.6 provides some descriptive statistics on the market share of the most frequently prescribed substance at the level of chapters, sections and therapeutic paragraphs/subparagraphs. [Pg.66]

For the most prescribed substances in each therapeutic chapter, positions of dominance are uncommon. Both the median and the weighted average are below 25 per cent. However, Table 4.6 shows that a small group of active ingredients enjoy dominant positions in most of the therapeutic sections and paragraphs/subparagraphs, particularly in England (arithmetic mean of market shares over 55 per cent), but also in Spain (arithmetic mean of market shares over 34 per cent). [Pg.66]

The market share of the most frequently prescribed active ingredients is larger in England. For example, the weighted average of the market share of the most prescribed substance at therapeutic section level stands at 41 per cent in England, yet only 23 per cent in Spain. [Pg.66]

This has resulted in a system of authorization, the enforcement of pollution control under certain (prescribed) processes and the control and monitoring of the release of certain (prescribed) substances.
