This section presents a number of preparatory measures recommended to help minimize exposure during a nuclear, chemical, or biological attack. 

Some organizations establish a highly trained and specialized corporate incident investigation staff as a preparatory measure for rare major catastrophic incidents. The ability to deploy the trained team quickly is essential. The faster the team is in place, the higher the quality of the data they collect.

Nowadays, high-pressure flushing is used almost exclusively for the cleaning of waste water pipelines. This cleaning process serves to remove any deposits and blockages, and is also a preparatory measure for pipeline inspections and, if necessary, for repairs.

During the Preparatory Commission (PC) for the OPCW, a group of experts for the purposes of evaluating newly measured analytical data, was formed and was known as the Task Force of the Analytical Databases. In the Ektachem 700 the electrolytes (sodium, potassium, chloride, carbon-dioxide) are measured potentiometrically. The slides to be measured are transported by the instrument via the slide rotor to the preparatory position from where the slides are immediately pushed into the incubator. In the incubator the temperature of the slides is maintained at 25.0 0.5°C. The evaporation is minimised since each slide is covered up. A total of 17 slides can be accommodated in the incubator. The total incubation time is 3 minutes. After incubation has been completed, the slide is transported to the measurement position in the electrometer and potentiometric measurement can now be performed. The result is transmitted to the computer and the measured slide can be ejected to waste. 

Because biological attacks will most likely not be detected until many days later, the threat of being infected by the release is long past by the time individuals become aware of an attack. Thus, there is no practical benefit at that point to taking shelter or wearing dust masks with particulate filters. To be useful, protective measures would need to be in place at the time of exposure. So, we discuss these below as a useful preparatory action. If an attack were, however, identified at the time, use of such a mask and finding shelter would provide effective protection. 

Preparatory activities comprise special measures in terms of personal counselling and job placement. They also include Swedish language courses for immigrants or schooling for jobseekers under 50 with certain gaps in their education.
