what is the chosen strategy for stepwise synthesis We consider that all the specification information should be available for every inference during synthesis, and that a single run through all synthesis steps is hence sufficient. We thus favor a non-incremental (all-at-once) presentation of examples and properties to the synthesis mechanism. This leads to non-incremental synthesis, which is more disciplined than incremental synthesis, where parts of algorithms are continuously designed/ debugged/rejected from partial information (which is extracted from an incomplete specification). The drawback of our approach is that we can t use the identification-in-the-limit results that are known for incremental synthesis. 

So we adopt the non-incremental synthesis strategy presented in Section 7.3.2, which reflects monotonically decreasing synthesis (and is actually also monotonically increasing, if one also considers the expanded logic algorithms), as well as consistent synthesis. We also strive to make each synthesis step comply with Theorem 7-7. 

In order to keep the presentation of the synthesis mechanism simple, we now decide on three preliminary restrictions. 

regarding the schema underlying the mechanism, we retain version 3 of the divide-and-conquer schema for the theoretical presentation  

This amounts to the support of binary predicates, single induction parameters, a single minimal form, a single non-minimal form, and non-recursive non-minimal cases.

In this chapter, we give an intuitive overview of the entire synthesis mechanism, so as to give the reader the feel for its working. Thus, in Section 11.1, we first motivate the desired features of this mechanism. Then, in Section 11.2, we argue for a series of preliminary restrictions of this mechanism, so as to keep the presentation simple until the discussion of its extensions (see Chapter 14). Finally, in Section 11.3, we perform a sample synthesis. 

Let s now discuss some extensions to the existing synthesis mechanism. First, in Section 14.2.1, we present the problems posed by the introduction of negation in examples, properties, and logic algorithms. In Section 14.2.2, we show how the mechanism can be enhanced to better cope with auxiliary parameters. We then see how the preliminary restrictions of Section 11.2 can be overcome ... 

The presented synthesis mechanism is guided by version 3 of the divide-and-conquer logic algorithm schema. This preliminary restriction (made in Section 11.2) has considerably simplified the notations needed for the theoretical presentation. The support of version 4 (relations of any non-zero arity) is actually a pretty straightforward extension, because only some additional vectorization is needed. Version 4 is actually supported by the implementation of the synthesis mechanism. 

Hair colorants, the fourth class of color additives, may be used only to color scalp hair and may not be used in the area of the eye. Use of these colorants is exempt, that is, coal-tar hair dyes may be sold with cautionary labeling, directions for preliminary (patch) testing, and restrictions against use in or near the eye. The EDA diligently enforces the rules governing color additives and limits the use of, or even dehsts colorants deemed unsafe. The Hst of substances specifically prohibited for use in cosmetics is short. 

The choice of variables remaining with the operator, as stated before, is restricted and is usually confined to the selection of the phase system. Preliminary experiments must be carried out to identify the best phase system to be used for the particular analysis under consideration. The best phase system will be that which provides the greatest separation ratio for the critical pair of solutes and, at the same time, ensures a minimum value for the capacity factor of the last eluted solute. Unfortunately, at this time, theories that predict the optimum solvent system that will effect a particular separation are largely empirical and those that are available can be very approximate, to say the least. Nevertheless, there are commercially available experimental routines that help in the selection of the best phase system for LC analyses, the results from which can be evaluated by supporting computer software. The program may then suggest further routines based on the initial results and, by an iterative procedure, eventually provides an optimum phase system as defined by the computer software. 

The inlet line consists of 50 equivalent ft of 4-in. standard pipe. The exit line consists of 50 equivalent ft of 6-in. standard pipe. No special flow restriction is in the inlet line. Preliminary calculations indicate that essentially the entire surface is in the vaporization zone. 

Condensation reactions are somewhat more difficult to study by the pulsing technique since the secondary ion usually has a considerably higher mass than the primary ion. However, by restricting the total reaction time to 1 nsec, or less, we have found it possible to study this type of reaction under thermal conditions. Preliminary results are presented in Table IV. Compromises have to be struck between the different requirements and the restrictions implied. A deep knowledge of the actual task is essential, and for this reason it not possible to provide prescriptive prevention measures such measures have to be worked out by those involved in the actual processes of a task. The security person appointed can only act in an advisory role, although it is likely to be his responsibility to initiate the preliminary risk evaluation. 

The above procedure can be modified somewhat to minimize the overall computational effort. For example, during the computation of the Information Indices in Step 1, matrix Anew can also be computed and thus an early estimate of the best grid point can be established. In addition, as is the case with algebraic systems, the optimum conditions are expected to lie on the boundary of the operability region. Thus, in Steps 2, 3 and 4 the investigation can be restricted only to the grid points which lie on the boundary surface indicated by the preliminary estimate. As a result the computation effort can be kept fairly small. 

This approach provides a preliminary specification for the heat exchanger. The actual heat exchanger will be restricted to standard tube lengths, tube layout and shell size. The preliminary design would then be adjusted up to meet standard size and layout specifications. 

The German Environmental Ministry is reported to have attacked European proposals to ban substances such as specific flame retardants in forthcoming regulations for recycling electrical and electronic equipment. Initial proposals from the EU Commission on the disposal of waste electrical and electronic equipment, include a phaseout of PBDEs, despite preliminary findings under EU risk assessment that there is no need for risk reduction from the two types, decaBDE and octaBDE mainly used in such equipment. The Ministry is said to be concerned at the excessively prescriptive and restrictive system being proposed, and that substance restrictions should not be addressed in waste legislation, but should be based on life cycle risk assessments.
