Practical Implications

The EPA has authority to issue 5(e) orders unilaterally. If there is any need to bring a PMN substance to market, it is much faster to negotiate a 5(e) order cooperatively. Specific terms of the model order may be negotiated, but the negotiations will start from the appropriate model 5(e) order. 

Any time a 5(e) order is issued, or any time an action is started for a unilateral 5(e) order, the export notice requirements are triggered.

In catalyst exploratory studies, one normally screens a wide variety of experimental catalysts with a standard feed. A catalyst that does not activate the most refractory portion of the feed might well be evaluated by a high-order kinetics. But if the performance of the catalyst is improved (for instance, by the incorporation of a more effective promoter) so that there is no longer a reffactory component, then a low overall order would have to be used in evaluating the improved catalyst. The practical implications of this experiment are that when evaluating the effects of shift work due to circadian effects, the type of task being carried out by the worker must be taken into account. For example, skill-based tasks would be expected to exhibit the performance changes characteristic of low memory load tasks, whereas performance variations in knowledge-based tasks would be expected to follow the pattern of high memory load tasks. Performance on rule-based tasks may depend on the degree of frequency of use of the rules, which in turn may determine the memory load. If these results were confirmed by further process plant studies, it would have implications for when different types of operation (involving different levels of memory load) should be scheduled to reduce circadian rhythm effects and minimize errors.

Rate considerations have enormous practical implications to anyone working with polymers. These differences in the effect of polymers on various flocculation responses have important theoretical and practical implications and can be explained in terms of various characteristics of floes and floc-aggregates.
