The CAA establishes national primary and secondary air quality standards for sulfur oxides, particulate matter, carbon monoxide, ozone, nitrogen dioxide, and lead. It also limits the emission of 189 listed hazardous waste pollutants such as vinyl chloride, arsenic, asbestos, and benzene (CAA, 1977). States are responsible for enforcement of the CAA. To assist in this effort. Air Quality Control Regions (AQCRs) were established. Allowable emission limits are determined by the AQCR or its subunit, the Air Quality Management District. These emission limits are based on whether or not the region is currently within attainment of National Air Quality Standards. 

State Implementation Plans (SIPs) are federally approved plans developed by state (or local) air quality management authorities to attain and maintain the National Ambient Air Quality Standards. Generally, these SIPs are a state s (local) air quality rules and regulations that are considered an acceptable control strategy once approved by the USEPA. The purpose of SIPs is to control the amoimt and types of pollution for any given area or region of the United States.

This journal selects the best papers from biennial, regional, and specialized conferences sponsored by the International Water Association (IWA) encompassing important developments in all aspects of water quality management and pollution control. It is a useful resource for those unable to attend the conferences. 

His 40+ publications have dealt with biogeochemical processes that control the alkalinity of surface waters, the geochemisty of dilute seepage lakes, sediment chemistry, the interpretation of water-quality trends, regional analysis of water quality, modeling lake eutrophication, lake management, reservoir water quality, and nonpoint source pollution. He recently joined the faculty of the Department of Civil Engineering at Arizona State University.
