Representing the processes defined or implied in the creation and implementation of management systems, decisions, plans, policies, and proposals for change would not only allow their analysis for safety and other risks in advance, but also allow management to assess the mechanisms and effects of their implementation. It would indicate where improvement is necessary and offer guidance to auditors on where to concentrate their efforts most effectively. 

Guidance and direction can come from a variety of sources. Written plans, policies, and procedures can be direct and guide behavior. Verbal direction and guidance from supervisors and co-workers provide other information. Whatever the source, however, direction and guidance that are not clear, consistent, or accurate can be an even greater barrier to human performance than no information at all. 

Integration of Quality Assurance concepts into the laboratory is the key to GLP compliance and is usually accomplished in three phrases under the guidance of the QAU. In the Management Phase the basic plan is formulated based on policies decided upon by management. In the second phase the QAU prepares the laboratory for the final implementation phase. General rules for integration are given as are levels of acceptance that may be expected from laboratory personnel. 

All regulatory documents presumably are subject to a tripartite review process. The submission is reviewed by the corporate Regulatory group, which proofs, considers issues of conformity to internal policy and to FDA guidance and checks the factual statements. A Quality Assurance review then rechecks all the previous items and independently confirms all facts and statements. Finally, a corporate review (at or near the top of the organization) precedes the final signatures and confirms conclusions and plans.
