Consider the following example in which the worker risk from a catastrophic accident has been calculated to be 2 X 10 fatalities per year. It is possible to interpret this number in many ways, but one of the most common ways is the following there is one chance in 5000 per year that a worker will be fatally injured at the plant. The way you believe (and act) may be affected by the frequency/consequence profile that the number represents (see Sections 3.2.4 and 4.2.5.) That is, your reaction to an accident that occurs once every 100 years and kills 1 person (Risk = 10 fatalities per year) and your reaction to an accident that occurs once every 10,000 years and kills 100 people (Risk = 10 fatalities per year) are likely to be very different.

Sick building syndrome (SBS) is a term used to describe office worker discomfort and medical symptoms related to buildings and pollutant exposures, work organization, and personal risk factors. Workers, emergency response personnel, and others can better understand their personal risks and how best to protect themselves and each other. 

Voluntary Aspects. People voluntarily accept some risks, such as driving a car, and have others imposed upon them, such as water pollution. The line between voluntary and involuntary risks is often hard to define and is frequently determined by availabilty of resources and social practices, e.g., if one has a filter, one could drink only filtered water. In general, the American public, probably reflecting our individualistic biases, is more tolerant of voluntary risks (8). Americans do not readily accept their government to be the arbiter of personal risk, demonstrated by the brouhaha that developed over governmental attempts to mandate use of seat belts and motorcycle helmets (9).
