The report allows that the problem of voluntary consent was not peculiar to the Army. It quotes Dr. Henry K. Beecher of Harvard Medical School, in the New England Medical Journal, ...In any precise sense, statements regarding consent are meaningless unless one knows how fully the patient was informed of all risks, and if these are not known, that fact should also be made clear. A far more dependable safeguard than consent is the presence of a truly responsible investigator. Amen. 

Henry Beecher (1904—1976) discussed12 the key concepts in human research of consent and autonomy, and the inherent difficulties in achieving these. People in positions of dependency may be termed vulnerable groups these can include minors, prisoners, employees and family members. Conversely, Beecher established that there is no duty to participate in clinical research - an example in which public or societal good cannot outweigh personal risk.

The father of the modem placebo movement is Henry Beecher, who defined the use of placebos as a medical treatment supplementing the use of an active substance in a 1955 article. He became interested in the placebo effect when he worked as an army doctor in the battles of World War II. Severely injured soldiers were sometimes injected with a solution of salt instead of morphine, which was often in short supply, yet they reported a decrease in pain and felt generally better. Beecher proved similar benefits can be achieved in the treatment of a number of different illnesses.
