The Department of Motor Vehicles conducts an official mandatory periodic vehicle inspection program for all motor vehicles registered in New York. Every vehicle must be inspected at an officially designated inspection station and bear a valid certificate of inspection before original, transfer, or renewal of a registration. 

An oflScial mandatory periodic vehicle inspection program is administered by the Pennsylvania Department of Transportation. All motor carrier vehicles registered in the state must be inspected twice a year at an officially designated inspection station. It is, of course, important that the mechanical fuse is replaced after use, but this may be taken care of by periodic vehicle inspection and by having the bumper rattle after an impact. The time period between systematic vehicle inspections is to be determined by the motor carrier. The intervals may be established on a mileage or time basis. Though the time intervals are at the discretion of the motor carrier, the program must be reasonable and systematic.

There is no universal PM schedule. Manufacturers recommend a schedule for their vehicles. States often mandate schedules, and each fleet develops a schedule that they believe is best for them. Some are based on days, miles, or hours of operation. Regardless, these schedules should be continuously reviewed. To determine ways in which some schedules may not be ideal, one can start by looking at the number and type of vehicle breakdowns. For example, if an operation is making service calls for items that could be found during normal PM inspections, this may indicate that the period between inspections should be shortened. 

If the vehicle is based in a state that has an annual mandatory vehicle inspection program covering the vehicle, the state inspection can be used in place of the federal annual/ periodic inspection. In this case, the technician and inspection standards are determined by the state.

The Clean Air Act requires each state to adopt a plan, a State Implementation Plan (SIP), which provides for the implementation, maintenance, and enforcement of the NAAQS. The measurement of every vehicle axle load (weight) in its simplest form is carried out by placing the vehicle axle on an appropriate device and weighing it. This procedure is slow and time-consuming. It also requires the participation of police or other authorised personnel to stop the vehicles for inspection. Additionally, with this method, it is impossible to record a sufficient number of axial loads over a period for the sample to be representative with the aim of drawing results and enforcing regulations. The enforcement of fines to every overloaded vehicle is also an impossible task.
