Operations and Planning

The command or operations function sets the goals and objectives of the response for the organization, and the operations function performs activities to achieve them. 

The plans function supports the response organization by conducting the incident-planning activities and by acquiring, processing, documenting, and disseminating all incident-related information. 

This function supports the response organization with facilities, transportation, supplies, equipment maintenance and fuel, food services, communications and information technology (IT) support, and emergency responder medical services.

Western European chemical companies were slower in adopting market and marketing research tools to assist in their operations and planning. A few large companies such as ICI, Bayer, Hoechst, and Solvay were using the techniques in the late 1950s, but not until the early 1970s did European chemical companies use these studies as frequendy as their U.S. counterparts.

These are approximations, and there are certainly difficulties in ascertaining when the response phase is actually complete. But as reported by Zuo, the approach is widely accepted and quoted which he details (Zuo 2010). It does provide a useful operational and planning base that is firstly sobering but also one that secondly better reflects the actual times (rather than the planned ones) allowed for earthquake disaster responses.
