OPENING SESSION

I am sure that you will all join me in offering our best wishes of success to this new Agency. I am also very pleased to note the collaboration between this third NEA information exchange meeting and the second High-Temperature Engineering Test Reactor (HTTR) workshop by the IAEA. These two meetings have been wisely combined and there will be a special session on the third day devoted mainly to HTTR related applications. 

I would take this opportunity to thank the members of the Organising Committee and of the Scientific Advisory Board for all their efforts in preparing this meeting and also the IAEA for co-sponsoring the meeting which, I am sure, will be a successful one. 

This rapidly growing interest in nuclear production of hydrogen is reflected also in the fact that 

I have seen in the programme that Dr. Mark Petri and Dr. Ryutaro Hino of the Organising Committee will co-chair a discussion at the end of this meeting. Although I will not be able to stay for this discussion, I look forward to getting feedback from it and especially to being informed of your recommendations. Indeed, the NEA Secretariat will be happy to forward such recommendations to the NEA Nuclear Science Committee, for their consideration in our future programme of work.

It is more reliable to calculate the time-delays between the IP-packets during open session between AC and VC. In this case after session closing we will get two arrays of time-delays values time-delays between AC and VC (Mi) in forward direction and time-delays between VC and AC (M2) in back direction. Thus VC can receive the information about AC address or the address of the last intermediate computer. If the attack is carried out with direct connection to VC (Figure 1) then the values of time delays between the packets which goes from AC to VC will be approximately equal to the values of time delays between the packets that goes from VC to AC. 

My second visit to Switzerland was to attend the IXth ICCC held in September 1966 at St. Moritz, with an opening session at the University of Zurich commemorating the 100th birthday of Alfred Werner. Although I did...

The symposium featured 36 invited speakers and 82 contributed presentations addressing issues in production, storage, distribution, safety, education, and economics. Professor John B. Fenn, Nobel Laureate in Chemistry addressed the opening session. The symposium was sponsored by Virginia Commonwealth University and endorsed by American Physical Society, Materials Research Society, and American Chemical Society. 

Unfortunately I could not give a welcome address at the opening session, the day before yesterday, due to inevitable circumstances. This evening, however, I am very happy to be here with all the participants. 

It was decided to have the announcement made by Kenneth Hulet of the Lawrence Livermore National Laboratory at the meeting of the American Chemical Society (ACS) in San Diego to be held in March 1994. The occasion would be the opening session on Sunday, March 13, of the symposium in honor of Hulet in recognition of his receipt of the prestigious ACS Award for Nuclear Chemistry. This was done by Hulet in a dramatic session, well attended, that morning in San Diego.

Chernobyl Information Director, Anatoly Kovalenko, said the trial, which had been closed to foreign correspondents since the opening session on July 7, had passed without emotional outbursts. 

An open session occupied the first morning. As I remember it, in addition to the Committee, at least 15 people were present, including Compton, Smyth, Colonel Peterson to represent the Army, Vernon, some of Vernon s group, myself and a few members of my group. Chilton and Greenewalt were present some of the time. A review of the objectives and status of the P-9 reactor work started the proceedings Vernon and I spoke. The Committee followed our explanation with interest and obvious understanding. There was rather little difference in Vernon s and my exposition, except that Vernon illustrated his address with a few wooden models. 

Soon after this, the open session came to a conclusion and the Committee proceeded to listen to some of us individually. I believe that I was the first one they wanted to talk to privately. They even asked Colonel Peterson, who apparently wished to remain, to leave them alone. 

The lAEA-Member States have agreed on a "Convention on Nuclear Safety" which was presented to this Seminar on Monday by Z. G. Domaratzki. Encouraged by this success, the Agency started an initiative earlier this year to elaborate a parallel "Convention on the Safety of Radioactive Waste Management" which was introduced during the Opening Session by G. A. Webb. 

The safety case has long been a cornerstone of the discipline, so the Symposium often debates advances in the creation, presentation and management of safety cases, and their associated arguments and evidence. This year is no exception, as will be clear from the three papers in die opening session of the event.
