Nuclear Technical Advisory Board

William Randall Seeker received his Ph.D. in engineering (nuclear and chemical) from Kansas State University. He is the senior vice president and a member of the board of directors of Energy and Environmental Research Corporation. Dr. Seeker has extensive experience in the use of thermal treatment technologies and environmental control systems for managing hazardous waste. He is a member of the Executive Committee of the Environmental Protection Agency s Science Advisory Board. Dr. Seeker has authored over 100 technical papers on various aspects of technology and environment subjects. 

He was elected to the National Academy of Public Administration in 1985, and he was a fellow at the Woodrow Wilson International Center for Scholars, Smithsonian Institution, and a research fellow at the Wissenschaftszentrum (Sciences Center) Berlin and the Max Planck Institute for Social Research, Cologne. He has been a member of the Board on Radioactive Waste Management and panels of the Committee on Human Factors and the Transportation Research Board of the National Academy of Sciences. He served on the Secretary of Energy Advisory Board, Department of Energy, and chaired its Task Eorce on Radioactive Waste Management, examining questions of institutional trustworthiness. He was a member of the National Research Council s panel on Human Eactors in Air Traffic Control Automation and the Technical Review Committee for the Nuclear Materials Technology Division, Los Alamos National Laboratory. 

Four industry proposals came in under round one. A selection board composed of five members from the Division of Reactor Development and assisted by a technical advisory group of engineers and physicists reviewed and evaluated them. It used five general criteria to make its determinations (1) probable contribution of the proposed project toward achieving competitive nuclear power, (2) cost to the AEC, (3) financial risk (construction delays, cost overruns from unforeseen technical problems) to be taken by the proposer, (4) competence and responsibility of the proposer, and (5) assurances given against abandonment of the project. ...
