A Prime Ministerial Parliamentary statement made on 18 December 1986 acknowledged a need to improve arrangements for responses to events outside the UK. It was also stated that the lead role in coordination of responses to all nuclear incidents occurring outside the UK would be with the Department of the Environment, whereas the Department of Energy is responsible for domestic civil incidents (the Scottish and Northern Ireland Offices have responsibilities within their respective countries). The UK was one of the first countries to establish a national advisory committee, the Genetic Manipulation Advisory Group (GMAG) in 1976. The GMAG was superseded in 1984 by the Advisory Committee on Genetic Modification (ACGM) established by the HSC. Its terms of reference include the provision of advice to the HSC, the HSE and the Health, Agriculture, Environment, Industry and Northern Ireland Ministers on particular aspects of GM work.

The main purpose of this Act is to ensure effective control over radioactive wastes. Under the Act those who keep or use radioactive materials on premises used for the purposes of an undertaking (trade, business, profession etc.) are required to register with Her Majesty s Inspectorate of Pollution of the Department of the Environment, Welsh Office, Her Majesty s Industrial Pollution Inspectorate for Scotland of the Scottish Development Department or the Department of the Environment for Northern Ireland, according to the region, or to be exempted from registration. Conditions may be attached to registrations and exemptions, and these are made with regard to the amount and character of the radioactive waste likely to arise. 

When > 1 tonne of product is to be put on the market, the appropriate authority (Department of the Environment, Transport and Regions (DETR) and HSE - and in Northern Ireland, the appointed authority) must be notified. The information to be included in the technical dossier is listed in schedule 2 to the Regulations and includes a hazard classification.
