The drill was notable for the top-level attention it drew and the gaps it showed in the effort to protect against bioterrorism. About three dozen senior officials involved in domestic defense, including two cabinet officers—the secretary of homeland security, and the secretary of transportation—as well as the head of the White House s Homeland Security Council, participated in the exercise at the Pentagon s National Defense University. [Pg.1596]

Stimson abhorred bombing cities. As he wrote in his third-person memoir after the war, for thirty years Stimson had been a champion of international law and morality. As soldier and Cabinet officer he had repeatedly argued that war itself must be restrained within the bounds of humanity.. .. Perhaps, as he later said, he was misled by the constant talk of precision bombing, but he had believed that even air power could be limited in its use by the old concept of legitimate military targets. Firebombing was a kind of total war he had always hated. He seems to have conceived the idea that even the atomic bomb could be somehow humanely applied, as he discussed with Truman on May 16 ... [Pg.639]

A Prime Ministerial Parliamentary statement made on 18 December 1986 acknowledged a need to improve arrangements for responses to events outside the UK. It was also stated that the lead role in coordination of responses to all nuclear incidents occurring outside the UK would be with the Department of the Environment, whereas the Department of Energy is responsible for domestic civil incidents (the Scottish and Northern Ireland Offices have responsibilities within their respective countries). On the completion of the review, which was coordinated by the Cabinet Office as a special application of its more general civil emergency responsibilities, a further statement was promised. By the time of the anniversary of the Chernobyl accident at the end of April 1987, some concern was expressed in the press that this statement had yet to be made. A... [Pg.82]

Traditional cost-effectiveness indices such as expected cost per expected number of lives saved provide useful insight, but as pointed out by many analysts and researchers, cost-effectiveness indices based on expected values are not sufficient for evaluating cost-effectiveness. Uncertainty must be considered beyond the cost-effectiveness indices. The main problem is that the expected values are conditional on specific background knowledge, and the expected values could produce poor predictions. Surprises may occur, and by just addressing expected values such surprises may be overlooked (Aven 2007, 2008). We also find similar ideas underpinning approaches such as the risk governance framework (Renn 2008) and the risk framework used by the UK Cabinet Office (Cabinet Office 2002). [Pg.960]
