One assumption frequently made by researchers and policy makers about individuals willingness to participate in genetic research (as well as other forms of medical research) is that as the research involves greater disclosure of personal health information, individuals will be less likely to participate. The term precaution is used in the reports Uncertain Safety (WRR) and Prudent Precaution (National Health Council of the Netherlands) the vulnerability of people, society and the natural environment requires that we deal proactively with uncertainty (WRR 2008 18). These two reports make the specific point that precaution is not synonymous with radical prevention. Now, three years after their publication, we must conclude -based on the Government s response, the many discussions, and trends in policy practice since then - that the attempt made to redefine precaution has not been successful so far.
