The source for the performance-oriented standard is the National Fire Protection Association Life Safety Code (NFPA101-1970) it is current OSHA s policy to use this consensus standard as a reference source for clarification purposes. In the past, OSHA has used the Life Safety Code (the Code) as an aid in interpreting Subpart E and we intend to continue to rely on the NFPA Life Safety Code (NFPA 101-2000) and other consensus standards as guidance in implementing performance-oriented requirements.

The National Fire Protection Association (NFPA) NFPA is non-profit organization that publishes the National Electrical Code , the Life Safety Code , the Fire Prevention Code , the National Fuel Gas Code , and the National Fire Alarm Code . The mission of NFPA is to reduce the worldwide burden of fire and other hazards on the quality of life by providing and advocating scientifically based consensus codes and standards, research, training, and education. NFPA is developing a fuel cell specific code, NFPA 853, which will cover the installation of stationary fuel cells of at least 50 kW output. Publication is expected to occur in 2000. 

In addition to the organizations and codes listed in Table 6-1, the National Fire Protection Association promulgates standards and codes that address fire protection and life safety in building construction. Two of the NFPA s most frequently adopted codes are NFPA 70, National Electrical Code and NFPA 101, Code for Safety to Life from Fire in Buildings and Structures, more commonly known as the Life Safety Code. Both of these codes are adopted as standards of the American National Standards Institute (ANSI).

Building codes have the force of law over the project. The team must comply with the provisions of the building code applied by the authority having jurisdiction over the project. This is usually a building department at the municipal or state level. A designated identification label provided at or near an exit that is clearly recognizable and visible and identifies the exit or the path to an exit. Some codes require red exit signs and others green. Red is usually associated with fire and exit lights and green for safety. The Life Safety Code (NFPA 101) of the National Fire Protection Association (NFPA) recognizes either color as acceptable. 

A fire code (NFPA 101) developed by the National Fire Protection Association (NFPA) for the preservation of life from a fire event or its associated hazards. It is primarily concerned with exit facilities and arrangements and protection against fire events. As a result of the large life loss of the Triangle Shirtwaist Fire in New York in 1911, the NFPA was challenged to provide life safety measures for factories and loft buildings, control of smoking in hazardous areas, improved exits, and provision of fire drills. NFPA 101, Life Safety Code, is the standard that is used to delineate the appropriate fire exit requirements. 

The allowable maximum number of individuals that are allowed to occupy a structure. Maximum occupancy postings are primarily provided at structures to ensure that the available exits for the facility are adequate and panic will not ensue during an emergency evacuation. The maximum occupancy postings are based on measurable standards for exit door provisions.
