It is apparent that the need for a secure supply of mineral commodities is currently driving some countries, and forward-thinking companies, to continue to acquire, prospect for, evaluate, and enter into feasibility studies of, potential near-term mining properties. In some cases, properties are being prepared for immediate production by either completing construction of mining infrastructure or by expansion of existing mine and mill capacities. The idea is to have a property ready to increase production or to be put into production when commodity prices rebound, and to do so more quickly than... 

The Mount Pleasant Mine Property is located in Charlotte County, southwestern New Brunswick, Canada. The mineralization is divided into two main groups consisting of porphyry-type tungsten-molybdenum deposits, and vein and replacement-type tin polymetallic bodies. The deposits at Mount Pleasant are described in some detail in Kooiman et al. (1986) and Sinclair et al. (2006). Their petrogenetic character is discussed in Yang et al. (2003), Inverno Hutchinson (2006) and Sinclair et al. (2007).

There are instances when a major railroad operating as part of the general railroad system enters a mine or industrial plant. If that major railroad enters the mine property for a Hmited period of time, its activities remain subject to FRA regulations while on mine property. Similarly, a mine railroad may find itself subject to FRA regulations when it operates on the general railroad system. Given the FRA s broad authority, it is important to remember that the FRA could decide in the future to amend its regulations to include railroads that are currently excluded from its jurisdiction. 

Independent contractors performing construction on mine property often are hired to build buildings, sink shafts, construct plants and mills, lay railroad track, build dams, and build roads. Although construction contractors may be on mine property for a lengthy period, once their job is complete, this kind of independent contractor usually leaves the property. 

Whether the independent contractor is obligated to comply with aU federal and state health and safety laws and regulations while the contractor works on mine property... 

Once an independent contractor is working on mine property, it is important to make the contractor s independence real. At the same time, however, both the owner (if on site) and the contractor must be able to work in a coordinated manner so both can accomplish their work. 

As previously noted, the transportation of explosives cargo on mine property is governed by MSHA. As in the case of explosives storage, state and local transportation requirements also must be reviewed prior to transporting explosives on-site and/or off of mine property.

The Arizona State Plan applies to all public and private sector places of employment in the State, with the exception of Federal employees, the United States Postal Service (USPS), private sector maritime, employment on Indian Lands, areas of exclusive Federal jmisdiction copper smelters, and concrete and asphalt batch plants that are physically located within mine property, which are subject to Federal jurisdiction.
