Market assessment in the pharmaceutical sphere is not an exact science it has an element of educated guesswork overlaid on hard market statistics. This is partly because of the wide variations between market conditions in different regions of the world and individual countries within those regions. This is also partly due to the many different ways by which pharmaceutical products travel from manufacturer to consumer, so that it is almost impossible to keep close watch over all the channels of distribution. 

The most convincing arguments are those which are developed from one s own considerations. Thus researchers should do their own market assessment to develop an opinion about the chances, risks and best applications of their approach. (If they don t like the term market assessment, they may call it "SPA" for "strategic project assessment" if this sound more reputable.) One needs no special skills to identify the major threats to and opportunities for a project. These are usually rather obvious, if some basic information is available and is considered critically.

It has already been emphasized that a good knowledge of the entire scientific, medicinal and commercial background situation provides a sound base to define attractive aims for applied research projects. I used the term "creative market research" for this collection of information, to point out that despite the creative, research oriented purpose it is very much influenced by the market situation. In fact, a market assessment for a development product is based on exactly the same kind of information (compare Table 1). 

A market assessment for a product to be developed identifies the potential strength and weaknesses of a new product, as well as those of competitive programs or therapeutic schemes. This assessment should include the patent situation and the competitiveness of the organization in terms of the skills and resources to develop, manufacture and sell the product when evaluating the chances and risks of the intended development product. From this information one or a series of potential products can be identified and defined.

The Eederal Eood Safety Program resides in part under the authority of the US Food and Drug Administration. The specific statutory authority is the Federal Food, Drug, and Cosmetic Act (FFDCA). The areas of responsibility include the consideration of the safety or risk of food and color additives, both direct and indirect, and food-borne contaminants, both natural and anthropogenic. The FFDCA proscribes somewhat different standards of safety/risk for intentional food additives that undergo pre-market assessment of safety, specifically, versus those dietary constituents that are found in food as contaminants because they occur naturally or because they arise from anthropogenic sources. 

As stated previously, marketing must consciously decide the market in which the new product will compete. This will have involved in-market assessments and possibly laboratory studies of competitive product and national standards that govern sale, use and distribution.

Herbicide-resistant GM crops may have been modified such that they are able to metabolize the particular herbicide, rendering it innocuous for the crop plant. Alternatively, enzymes targeted by the herbicide may have been rendered insensitive to the herbicide by introduction of mutated versions or equivalents derived from other donor organisms. Both these modihcations may lead to altered levels of the herbicide and its metabolites being present in the crop. The issue of the safety of the altered herbicide residue prohle usually is considered as part of the pre-market assessment of the registration of the herbicide, which in many countries follow a regulatory procedure different from that for GM crops.
